NOTICE OF PUBLIC HEARINGBEFORE THE SAN JOAQUIN COUNTY BOARD OF SUPERVISORS
NOTICE IS GIVEN THAT BEGINNING AT 1:30 PM, ON August 4, 2026, or as soon as the matter can be heard thereafter, THE SAN JOAQUIN COUNTY BOARD OF SUPERVISORS, IN THE CHAMBERS OF THE BOARD OF SUPERVISORS, on the Sixth Floor of the Administration Building, 44 N. San Joaquin Street, Stockton, California, will hold a public hearing and receive oral and written statements regarding the following applications and their environmental determinations:
APPEAL TO THE BOARD OF SUPERVISORS OF THE PLANNING COMMISSION'S DENIAL OF CONDITIONAL USE PERMIT NO. PA-2600027 OF JORDAN W JONES (C/O CALSOLAR) for a 4,199.04-kilowatt (kW) ground-mounted photovoltaic system occupying approximately 10.59 acres. Site access will be provided via an existing driveway located at the east of Harold Avenue, a County-maintained roadway, as well as a proposed fire access road accessed off of South Harold Avenue and East Lemon Avenue. The facility will be unmanned. The parcel is currently subject to a Williamson Act Contract. The project is on the Southeast corner of East Lemon Avenue and South Harrold Avenue, east of Escalon. (Supervisorial District: 5)
Environmental Determination: A Mitigated Negative Declaration for this project has been prepared and is proposed for adoption.
APPEAL TO THE BOARD OF SUPERVISORS OF THE PLANNING COMMISSION'S APPROVAL OF CONDITIONAL USE PERMIT NO. PA-2400506 OF VISWAPRASAD KRISTIPATI (C/O JOE HOLASEK) to establish a religious assembly facility under the Use Type: Assembly, Religious. The project is proposed to be completed in two phases, over five (5) years. Phase 1 includes the conversion of an existing 4,765 square foot agricultural building to a temple. Phase 2 includes the conversion of an existing 2,642 square foot agricultural building to a meditation hall. A maximum attendance of 70 is proposed, with the exception of six (6) annual religious events with a maximum of 600 attendees per day, not to exceed 150 persons at any one time. Daily operating hours are proposed as follows: 8:30 a.m. to 12:30 p.m. and 5:30 p.m. to 8:30 p.m., Monday through Friday, and 8:00 a.m. to 9:00 p.m., Saturday through Sunday. A maximum of five (5) staff members are anticipated. The project will be served by an on-site well for water, an on-site septic system for wastewater disposal, and on-site storm drainage. Primary access to the religious assembly facility will be provided via a new proposed dedicated driveway to Lammers Road. Access to the religious assembly facility from Nancy Emilia Court is prohibited. The project is at the southeast corner of South Lammers Road, South Nancy Emilia Court, Tracy. Environmental Determination: This project is exempt from CEQA pursuant to Section 15183. A Notice of Exemption will be recorded if the project is approved.
GENERAL PLAN MAP AMENDMENT, ZONE RECLASSIFICATION AND ADMINISTRATIVE USE PERMIT NO. PA-2400361 AND PA-2400417 OF PERRY L HERRGESELL TR (C/O DILLON & MURPHY C/O JOE MURPHY) This project is comprised of 2 applications:
General Plan Map Amendment and Zone Reclassification No. PA-2400417 to change the General Plan designation from A/G (General Agriculture) to A/I (Industrial Agriculture) and the zoning from AG-40 (General Agriculture, 40-acre minimum) to AI (Industrial Agriculture) for an existing 13.93-acre parcel. The 0.63-acre portion on the southern property line of the parcel currently designated in the General Plan as OS/RC (Open Space Recourse Conservation) will retain this designation.
Administrative Use Permit No. PA-2400361 to establish a truck parking facility for a maximum of 25 trucks with attached single trailers on the 13.93-acre parcel. (Use Type: Truck Services - Parking)[MA1] .The truck parking facility will include the construction of a 400 square foot office. The site has direct access from N. Cherokee Lane. The project will be served by an onsite private well, onsite septic system for wastewater treatment and onsite stormwater drainage. The project is on the west side of North Cherokee Lane, 623 feet south of East Calimyrna Road, Galt. (Supervisorial District: 4)
Environmental Determination: A Mitigated Negative Declaration for this project has been prepared and is proposed for adoption.
PUBLIC COMMENT ALTERNATIVE: Persons who cannot attend in person may submit a written Public Comment of 250 words or less by completing the online Public Comment Form at: https://sjgov.link/public-comment. The comment will not be read at the hearing, but if it is submitted before 5:00 p.m. the day before the hearing it will be routed to the Board of Supervisors and if it is submitted after 5:00 p.m. it will be made a part of the Clerk of the Board's official record.
