NOTICE OF RECEIPT OF BALLOT TITLE
Notice is hereby given that the Elections Officer for the City of Independence received a ballot title on June 26, 2026. Any voter may file a petition for review of this ballot title in the Polk County Circuit Court no later than 5:00 p.m. on July 7, 2026.
The text of the ballot title is as follows:
CAPTION: Creation of a new City Community Services and Parks Fee.
QUESTION: Shall the City create a Community Services and Parks Fee to fund library, museum and park city services?
SUMMARY: This is a referendum of Ordinance No. 1639 to City of Independence voters. The ordinance prioritizes utility service payments and creates a framework for City service fees. The ordinance also creates a new Community Services and Parks Fee, to be set in an amount determined by the City Council via Council resolution.
The new fee would be used to support community services, which the ordinance defines as City-provided programs, facilities, and activities that support the cultural, educational, recreational, and social well-being of residents through the City's library and museum and associated community events. The new fee would also be used to support parks, which the ordinance defines as City-provided programs, facilities, and activities that support the cultural, educational, recreational, and social well-being of residents through the City's parks and recreation programs.
A "yes" vote adopts Ordinance No. 1639, creating the Community services and park fee.
A "no" vote does not adopt Ordinance No. 1639 and does not create the community services and park fee.
