NOTICE OF REQUEST FOR PROPOSALS FOR HOLLISTER PARKWAY TAX INCREMENT FINANCING DISTRICT Pursuant to R.S.Mo. § 99.820, notice is hereby given that the Tax Increment Financing Commission ("TIFC") is requesting proposals from developers to undertake the redevelopment of the proposed Redevelopment Project Area 2 of the Hollister Parkway Tax Increment Financing District (TIP District). The proposed Redevelopment Project Area 2, which contains approximately 67 acres, is generally located at the intersection of Hollister Parkway and Birch Street and is generally bounded by Hollister Parkway on the north, U.S. Highway 65 on the west, Hollister city limits on the south, and the Hollister city limits on the east. A proposed Redevelopment Plan as submitted by a developer proposes construction of a 100,000 square foot indoor waterpark, a 2 acre outdoor waterpark, a 75,000 square foot conference and event center, a 45,000 square foot entertainment center, approximately 14,000 square feet of retail development, 430 hotel suites, 20 luxury cabins and more than 7 food and beverage outlets. Interested parties are invited to submit alternative proposals for redevelopment of some or all of Redevelopment Project Area 2. In order to be considered by the TIFC, responses to this Request For Proposals must: (1) be received in writing by the TIFC, c/o City of Hollister, Missouri, Hollister City Hall, 312 Esplanade Drive, Hollister, MO 65672, Attn: Lamar Patton, on or before August 7, 2026 at 4:00 p.m.; (2) all proposals must include the required elements under the TIP Act; (3) contain a site plan of the proposed development, description of all improvements, projected development costs and revenues, and qualifications of the submitting developer; and ( 4) if the submitting developer does not own or control the property in the proposed Redevelopment Area, the proposal must include the proposed manner of acquiring such property. The TIFC will consider only properly submitted proposals at the TIFC public hearing to be held at 10:00 a.m., Thursday, Wednesday, August 19, 2026, at the Hollister City Hall Council Chambers, 312 Esplanade Drive, Hollister, MO 65672. The TIFC reserves the right to reject all proposals and publish any additional requests for proposals as may be necessary.
