NOTICE OF SPECIAL PURPOSE LOCAL OPTION SALES AND USE TAX ELECTION ON NOVEMBER 4, 2025
Pursuant to a resolution adopted by the Board of Commissioners of Chatham County on July 18, 2025, and a call for an election issued by the Board of Elections of Chatham County as Election Superintendent for Chatham County, notice is hereby given as follows:
1. On November 4, 2025, a special election will be held in Chatham County to submit to the qualified voters of Chatham County the following question:

1% SPECIAL PURPOSE LOCAL OPTION SALES TAX
Shall a special 1 percent sales and use tax be imposed in the special district of Chatham County for a period of time not to exceed six (6) years and for the raising of an estimated amount of $700,000,000 for funding capital outlay projects for Chatham County; for funding capital outlay projects for the City of Savannah; for funding capital outlay projects for the City of Pooler; for funding capital outlay projects for the City of Garden City; for funding capital outlay projects for the City of Port Wentworth; for funding capital outlay projects for the City of Bloomingdale; for funding capital outlay projects for the City of Tybee Island; for funding capital outlay projects for the Town of Thunderbolt; for funding capital outlay projects for the Town of Vernonburg. If imposition of the tax is approved by the voters, such vote shall also constitute approval of the issuance of general obligation debt of Chatham County in the principal amount of $50,000,000 for the above purpose. If imposition of the tax is approved by the voters of the City of Savannah, such vote shall also constitute approval of the issuance of general obligation debt of the City of Savannah in the principal amount of $50,000,000 for the above purpose. If imposition of the tax is approved by the voters of the City of Pooler, such vote shall also constitute approval of the issuance of general obligation debt of the City of Pooler in the principal amount of $15,000,000 for the above purpose. If imposition of the tax is approved by the voters of the City of Port Wentworth, such vote shall also constitute approval of the issuance of general obligation debt of the City of Port Wentworth in the principal amount of $10,000,000 for the above purpose. If imposition of the tax is approved by the voters of the City of Tybee Island, such vote shall also constitute approval of the issuance of general obligation debt of the City of Tybee Island in the principal amount of $3,000,000 for the above purpose. The Capital Outlay projects for the County and Municipalities are listed in Exhibit A of the intergovernmental agreements (IGA's) between the County and Municipalities.
All qualified voters desiring to vote in favor of imposing the tax shall vote "Yes" and all qualified voters opposed to levying the tax shall vote "No." If more than one-half of the votes cast are in favor of imposing the tax then such tax shall be imposed beginning October 1, 2026, or the earliest date authorized by law.Estimated sales tax revenues shall be divided between and among Chatham County and all of the qualified municipalities within Chatham County in accordance with an Intergovernmental Agreement which is on file in the office of the Clerk of the Board of Commissioners of Chatham County.If such Special Purpose Local Option Sales Tax is to be imposed Chatham County, acting by and through the Board of Commissioners of Chatham County, may issue general obligation debt, in an aggregate principal amount not to exceed $50,000,000. The purpose for which the debt is to be issued shall be to pay all or a portion of the cost of the County projects. The maximum interest rate allowed shall be 6% percent annum. The maximum amount of principal
to be paid in each year during the life of the debt shall be as follows:

5. If such Special Purpose Local Option Sales Tax is to be imposed the City of Savannah, may issue general obligation debt, in an aggregate principal amount not to exceed $50,000,000. The purpose for which the debt is to be issued shall be to pay all or a portion of the cost of the City of Savannah projects. The maximum interest rate allowed shall be 6% percent annum. The maximum amount of principal to be paid in each year during the life of the debt shall be as follows:

The purpose for which the debt is to be issued shall be to pay all or a portion of the cost of the City of Pooler projects. The maximum interest rate allowed shall be 6% percent annum. The maximum amount of principal to be paid in each year during the life of the debt shall be as follows:
The City of Pooler may issue aggregate general obligation debt which is less than
$15,000,000 and reduce the principal amounts maturing which are shown above.
7. If such Special Purpose Local Option Sales Tax is to be imposed the City of Port Wentworth, may issue general obligation debt, in an aggregate principal amount not to exceed
$10,000,000. The purpose for which the debt is to be issued shall be to pay all or a portion of the cost of the City of Port Wentworth projects. The maximum interest rate allowed shall be 6% percent annum. The maximum amount of principal to be paid in each year during the life of the debt shall be as follows:
The City of Port Wentworth may issue aggregate general obligation debt which is less than $10,000,000 and reduce the principal amounts maturing which are shown above.
8. If such Special Purpose Local Option Sales Tax is to be imposed the City of Tybee Island, may issue general obligation debt, in an aggregate principal amount not to exceed $3,000,000. The purpose for which the debt is to be issued shall be to pay all or a portion of the cost of the City of Tybee Island projects. The maximum interest rate allowed shall be 6% percent annum. The maximum amount of principal to be paid in each year during the life of the debt shall be as follows:

9. Reference is hereby made to the Official Code of Georgia Annotated § 36 82 1(d), which provides in part that any brochures, listings, or other advertisements issued by Chatham County, the City of Savannah, the City of Pooler, the City of Port Wentworth and the City of Tybee Island or by any other person, firm, corporation, or association with the knowledge and consent of Chatham County, the City of Savannah, the City of Pooler, the City of Po1t Wentwo1th, or the City of Tybee Island shall be deemed to be a statement of intention of the County such City, respectively, concerning the use of bond funds.
9. The last day to register to vote in the election is Monday, October 6, 2025. Anyone desiring to register may do so by applying in person at the voter registration office located at 1117 Eisenhower Dr. Suite E, Savannah, Georgia 31406, or by any other method authorized by the Georgia Election Code.
10. The election will be held on Tuesday, November 4, 2025. The polls will be open from 7:00
a.m. until 7:00 p.m.
