NOTICE OF DECISION
PLEASE TAKE NOTICE that on that on June 1, 2026 the Planning Board of the Township of Monroe (the "Planning Board" or "Board") adopted a resolution memorializing its decision of April 9, 2026 to approve an application filed by Green Leaf Wellness Solutions, LLC, the lessee and applicant (the "Applicant"), with respect to the proposed Site Plan Waiver Application involving the property located at 4 South Black Horse Pike and designated as Lot 1 in Block 1901 on the Tax Maps of the Monroe Township (the "Property").
The Property consists of approximately 35,000 square feet (0.81 acres) and is located in the C Commercial Zone (the "C Zone"). The Property is presently developed with a Class 5 Retail Cannabis Retailer, a permitted use in the C Zone, which received Minor Site Plan approval from the Township of Monroe Planning Board by Resolution # PB-30-2023 adopted on December 4, 2023 (the "2023 Approval"), which is to remain.
By this application, the Applicant received a waiver from site plan approval to amend testimony made at the 2023 Approval with respect to the number of armed security guards and hours of operation, which operations testimony was incorporated into Resolution Conditions 2 and 3 by reference. Specifically, the Applicant is no longer required to provide 2 armed security guards on the Property at all times, but, instead, must provide security personnel and protocols as otherwise consistent with the Township Code and New Jersey Law. Additionally, the Applicant's hours of operation were approved to be changed to 10am – 10pm (10am – 7pm was originally proposed), which operations are consistent with the requirements set forth in Section 175-163.4.E.(5)(i) of the Township Code. All other operations will remain as testified during the 2023 Approval.
No changes are proposed to the existing use or site. The Applicant did not request or receive any variances from the requirements of the C Zone.
The Resolution is on file with the Planning Board and available
for public inspection in the board office located at the Monroe Township Municipal Building, 125 Virginia Avenue, Williamstown, New Jersey 08094, Monday through Thursday, 7:00 a.m. through 5:00 p.m. (closed on Fridays), excluding holidays.
