NOTICE TO BIDDERS The Clarkstown Central School District invites bid proposals for the project identified below. CCSD will receive individual sealed proposals at the District Office, 62 Middletown Road, New City, NY 10956. All proposals that have been received in accordance with the terms hereof will be opened and read aloud at the time and place of the Bid Opening. CCSD DISTRICT-WIDE AIR CONDITIONING - PHASE 1A and 1B PROJECTS Little Tor Elementary School (LTES) Laurel Plains Elementary School (LPES) NYSED Project Control No. COMMON SPACE HVAC LTES: 50-01-01-06-0-004-018 LPES: 50-01-01-06-0-011-015 GENERAL IMPROVEMENTS LTES: 50-01-01-06-0-004-019 LPES: 50-01-01-06-0-011-016 Clarkstown Central School District 62 Old Middletown Road, New City, NY 10956 SCHEDULE Documents Available to Bidders: December 5, 2025, 1:00 PM Pre-Bid Site Meeting: December 12, 2025, 4:00 PM Bid Opening: January 6, 2026, 11:00 AM Scope Review Meetings: *January 8 & 9, 2026, time TBD Anticipated Award/NTP: January 16, 2026 CONTRACTS Separate Prime Contracts will be let for: 1. General Construction – GC-01 2. Mechanical HVAC Construction – MC-01 3. Electrical Construction – EC-01 4. Window Construction – WC-01 * Two apparent low bidders will be notified and invited to attend a mandatory scope review on the date and times stated above. Complete sets of Bidding Documents, which include Drawings, Specifications and Addenda, may be obtained from REVplans, 28 Church Street, Unit 7, Warwick, NY, 10990, 845-651-3845. Complete digital sets of Bidding Documents may be obtained online as a download at the following website: revplans.biddyhq.com at 1:00 p.m. on December 5, 2025. Follow instructions to create an account or login if already registered. Select the "Projects" tab at the top of the screen and use the search function if needed to view this project. All bidders are urged to register to ensure receipt of all necessary information, including Bid Addenda. Complete hard copy sets of Bidding Documents may be obtained from RevPlans upon depositing the sum of $100 per set. Deposit checks or money orders shall be provided to RevPlans and made payable to Clarkstown Central School District. Plan deposits are refundable to all bidders submitting bids in accordance with NYS law and the terms in the Instructions to Bidders section of the Specifications. Any plan holder requiring document shipping shall make such arrangements with RevPlans and be responsible for paying all packaging and shipping costs. Please note RevPlans (revplans.biddyhq.com) is the designated location and means for distributing all bid package information. RevPlans takes no responsibility for the accuracy or completeness of Bidding Documents obtained from other sources. Obtaining Bidding Documents through RevPlans enables a prospective bidder to be identified as a registered plan holder. All Bid Addenda issued after initial document download will be transmitted to registered plan holders via email and will be available at revplans.biddyhq.com. Plan holders who have paid for hard copies of the Bidding Documents may coordinate directly with RevPlans if hard copies of Bid Addenda are needed. There is no charge for registered plan holders to obtain hard copies of the Bid Addenda. Each bid proposal must be accompanied by a certified check payable to Clarkstown CSD or by a Bid Bond for a sum equal to ten percent (10%) of the bid, as set forth in the Instructions to Bidders. All bid security, except those of the three low bidders for each prime contract will be returned within four days after proposals are submitted. The bid security provided by the three low bidders for each prime contract will be returned after execution of the Contract(s). There will be a Pre-Bid Site Meeting on December 12, at 4:00 PM, commencing at the Main Entrance of the Little Tor Elementary School, 56 Gregory Street, New City, NY 10956. Bidders are urged to attend the pre-bid site meeting. Knowledge of the field conditions is crucial to understanding the Work. Attention is called to the Owner's sales tax exemption, the requirements as to conditions of employment to be observed, and the minimum wage rates to be paid under the contract. In addition, the Bidding Documents for this project contain detailed requirements for the qualification of Bidders. These include insurance requirements, financial statements, bank references, lists of lawsuits, arbitrations, or other proceedings in which the Bidder has been named as a party, and a description of other projects of similar size and scope completed by Bidder. All pre-bid Requests for Information (RFI) or Clarification must be sent in writing to the Architect via email (Ryan Carper, rcarper@kgdarchitects.com) NO LATER THAN Monday, December 22, 2025 by 1:00pm. The Owner requires the successful bidder to provide separate Performance and Labor & Materials Payment Bonds equal to 100% of the amount of the contract price and in the form specified in the Bid Documents. To the fullest extent allowed by law, the Owner reserves the right to reject bids that contain omissions, exceptions, or modifications, or in their sole discretion to waive such irregularities, or to reject any or all bids or to accept any bid which is in the best interest of the Owner. Proposals (including all required attachments) shall be submitted in a sealed, opaque envelope distinctly marked on the outside as follows: Clarkstown Central School District (Project Name) January 6, 2026, 11:00 AM Contract Number & Construction Type Name of Bidder Marked "BID PROPOSAL" The Owner will not open or consider any proposal delivered after the bid opening date and time. Bidders are solely responsible for the arrival of each bid proposal at the place of bid opening by the appointed time, regardless of the means of delivery. The bidders to whom the above referenced contracts may be awarded, shall within seven (7) days after the date of notification of the acceptance of their proposal, provide insurance and security as required by the above referenced contracts in a form acceptable by the Owner. In case of the bidders' failure to do so, or in case of the bidders' failure to give further security as herein prescribed, the bidders will be considered as having abandoned the same, and the certified check or other bid security accompanying the proposal shall be forfeited to the School District. Each bidder shall agree to hold his/her bid price for forty-five (45) days after the formal bid opening.
