NOTICE IS HEREBY GIVEN that sealed bids will be received by the Village of Briarcliff Manor until 11:00 a.m. on Monday, February 23, 2025, at the Village Offices, 1111 Pleasantville Road, Briarcliff Manor, NY 10510, at which time and place said sealed bids will be publicly opened and read aloud for completion of the following work:
Repair an existing culvert underneath Brookwood Drive in Briarcliff Manor, NY.

Bid security equal to 10 percent of the bid price is required. Bid security may be in the form of a bid bond, certified check or other guaranteed negotiable instrument, or letter of credit. The bid security of the bidders submitting the three lowest bids will be retained until execution of the contract or a maximum of 180 calendar days after bid opening, whichever is sooner. Bid security of the remaining bidders will be returned within 10 calendar days after the bid opening date. In the event of neglect or refusal on the part of the successful bidder to execute the contract and furnish evidence of insurances within 10 days after written notification of notice of intent to award the contract, and furnish the performance security and labor and material payment bond within three days after receipt of the executed contract, the entire bid security shall be forfeited to and retained by the authority as liquidated damages for such neglect or refusal. .
Paper copies of the Bid, the bid security, and any other documents required to be submitted with the Bid shall be enclosed in a sealed opaque envelope. The envelope shall be addressed to the party receiving the Bids and shall be identified with the Project name, the Bidder's name and address, and, if applicable, the designated portion of the Work for which the Bid is submitted. If the Bid is sent by mail, the sealed envelope shall be enclosed in a separate mailing envelope with the notation on the face thereof.

Bids shall be submitted by the date and time and at the place indicated in the invitation to bid. Bids submitted after the date and time for receipt of Bids, or at an incorrect place, will not be accepted. The Bidder shall assume full responsibility for timely delivery at the location designated for receipt of Bids. A Bid submitted by any method other than as provided in this Section 4.3 will not be accepted.
The Village reserves the right to accept or reject any or all bids and to waive any informalities at its discretion, and to award contracts in a manner deemed to be in the best interests of the Village of Briarcliff Manor even if such award is to other than the lowest bidder. It is the intent of the Owner to award a Contract to the lowest responsive and responsible Bidder, provided the Bid has been submitted in accordance with the requirements of the Bidding Documents.
Unless otherwise prohibited by law, the Owner shall have the right to accept Alternates in any order or combination, unless otherwise specifically provided in the Bidding Documents, and to determine the lowest responsive and responsible Bidder on the basis of the sum of the Base Bid and Alternates accepted.
The Bidder shall carefully study the Bidding Documents, shall examine the site and local conditions, and shall notify the Owner and Architect of errors, inconsistencies, or ambiguities discovered and request clarification or interpretation. Requests for clarification or interpretation of the Bidding Documents shall be submitted by the Bidder in writing and shall be received by the Owner and the Architect by February 13, 2026 at 11:00 AM. All requests for information shall be emailed to bids@briarcliffmanor.gov
Modifications and interpretations of the Bidding Documents shall be made by Addendum. Modifications and interpretations of the Bidding Documents made in any other manner shall not be binding, and Bidders shall not rely upon them. All bid addenda will be transmitted to registered plan holders via email and will be available at https://www.bidnetdirect.com/new-york/briarcliffmanor
Prior to submitting a Bid, each Bidder shall ascertain that the Bidder has received all Addenda issued, and the Bidder shall acknowledge their receipt in the Bid.
