NOTICE TO BIDDERS
Sealed bids, properly endorsed, for the furnishing of all necessary labor and materials for:
ASD-0250-16.26 US 250 Pedestrian Facilities Project (PID 121930)
Project consist of the construction of a 6' concrete sidewalk on the north side of US 250 and an 11' asphalt shared use path on the south side of US 250 from Sugarbush Drive to Montgomery Road. Project also includes traffic signal improvements, traffic control, grading, and drainage improvements. Total project length is 5,693 Feet.
will only be received through submission on Bid Express (infotechinc.com/bidexpress), until 2:00 p.m., local time July 23, 2026, and at that time will be publicly opened and read out loud in the City Engineer's Office at 206 Claremont Avenue, Ashland, Ohio. Apparent low bidder will be posted on Bid Express once it is determined that the project may be awarded (ORC 9.28).
Paper copies of the bid package will not be distributed and bids will only be accepted through the Bid Express web portal. The city of Ashland will not accept any/or consider any bid as an official bid unless said bedder has registered on the Bid Express website and submitted the bid on said website. A copy of the bid package will be available in the City Engineer's Office for examination only.
The owner reserves the right to waive any informalities. Contract will be awarded based on the lowest and most responsive bid. The City of Ashland may reject any or all bids on any basis and without disclosure of reason. The failure to make such disclosure shall not result in accrual of any right, claim or cause of action by any unsuccessful bidder against the City of Ashland.
Each bidder is required to furnish with its bid, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
Each Proposal must contain the full name of the party or parties submitting the proposal and all persons interested therein. Each bidder must submit evidence of experience on projects of similar size and complexity, and be prequalified with the Ohio Department of Transportation.
The City intends and requires that this project be completed no later than June 15, 2027.
All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, and labor in the implementation of the project.
Contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and the Governor's Executive Order 84-9 shall be required.
"Domestic Steel use requirements as specified in Section 153.011 of the Ohio Revised Code Apply to this Project. Copies of Section 153.011 of the Ohio Revised Code can be obtained from any of the offices of the Department of Administrative Services." See plan note 133 for additional 'Buy USA' materials requirements.
The Engineer's Estimate is one million eight hundred twenty-eight thousand five hundred forty-five dollars and thirty cents ($1,828,545.30).
This project is funded by Federal funds through ODOT Local-let. Attention of bidders is called to the Information for Bidders and all of the requirements contained in the bid packet, particularly to the Federal Labor Standards Provisions and Davis-Bacon Wages, various insurance requirements, various equal opportunity provisions, and the requirement for a Bid and Performance Payment Bond for 100% of the contract price. The SBE Goal of this project is 7%.
No bidder may withdraw his bid within sixty (60) days after the actual date of the opening thereof.
A pre-bid meeting will be held on July 9, 2026 at 10:00 am in the Ashland City Engineer's Office, on the 3rd floor of the City Municipal Building, 206 Claremont Ave, Ashland OH. Attendance is OPTIONAL. It is advised that all bidders visit the project site.
