NOTICE TO CONTRACTORS AND CALL FOR BIDS
SUN CITY FESTIVAL TRAFFIC SIGNAL AND INTERSECTION IMPROVEMENTS – CANYON SPRINGS BLVD AND DESERT VISTA BLVD
NOTICE IS HEREBY GIVEN THAT Pulte Development Corporation is soliciting sealed bids for construction of SUN CITY FESTIVAL TRAFFIC SIGNAL AND INTERSECTION IMPROVEMENTS – CANYON SPRINGS BLVD AND DESERT VISTA BLVD. The nature of the Work to be performed under this project shall consist of furnishing all labor, materials and equipment required to construct the facilities and features called for by plans and specifications, and the contract documents. The type, purpose and location of the proposed project are generally described below and in more detail in the plans and specifications.
This project is funded by Pulte Development Corporation (hereinafter "Developer") and Developer intends to procure these services in accordance with Ariz. Rev. Stat. Title 34, et. seq utilizing a Bid-Price selection process.
Bids shall be received via email to FRCFDBids@buckeyeaz.gov Attn: City Clerk, City of Buckeye (City Hall), no later than 1:00pm on January 22nd, 2026, from bidders. All Bids require an official time and date stamp to be placed on the submittal by a representative of the City Clerk's office. Bids will not be accepted for consideration after the required time and date indicated. All bids shall be clearly marked "SUN CITY FESTIVAL TRAFFIC SIGNAL AND INTERSECTION IMPROVEMENTS – CANYON SPRINGS BLVD AND DESERT VISTA BLVD" and must contain: The bidder name and address, the title of project, the time and date the bids are required to be received.
Bids will be opened and recorded by City Clerk at approximately 1:30pm on January 22nd, 2026. Bid results will be shared with bidders though the Notice of Award / Notice of Declination Process.
SUN CITY FESTIVAL TRAFFIC SIGNAL AND INTERSECTION IMPROVEMENTS – CANYON SPRINGS BLVD AND DESERT VISTA BLVD ("the project") includes the demolition of existing curb, gutter, and sidewalk, and the improvements which will include asphalt, signage, and striping pursuant to the installation of a full intersection of new traffic signals including all electrical conduits, equipment, and luminaries and associated facilities within the City of Buckeye as shown on the construction plans, as noted in the bid schedule, and as noted in the bid specifications. This project includes the furnishing of all materials, labor, equipment, tools, transportation, traffic control, and services required including the necessary City of Buckeye requirements for final acceptance.
Pre-bid Conference will be held at 8605 E Raintree Dr Scottsdale AZ 85206, first floor conference room at 11:30am on January 9th, 2026. Attendance is MANDATORY, and No Bid shall be considered unless a representative from the Contractor Bidder is present for the meeting, completes the verbal roll call AND requests an invitation to the Pre-Bid Conference. All MANDATORY Pre-Bid Conference invitation requests are to be sent via email to Ben.Forrey@PulteGroup.com and must be received by 5:00PM on January 7th, 2026, to ensure invitation will be received in time for meeting start.
Contractors desiring to submit bids may request (in writing) a link to download the plans and specifications by contacting the offices of Pulte Development Corporation (hereinafter "Developer") Ben Forrey via email at Ben.Forrey@PulteGroup.com, after December 18th, 2025.
Each proposal shall be accompanied by a certified check, cashier's check or surety bond for ten percent of the amount of the bid included in the proposal as a guarantee that the contractor will enter into a contract to perform the project in accordance with the plans and specifications. Notwithstanding the provisions of any other statute, the surety bond shall be executed solely by a surety company or companies holding a certificate of authority to transact surety business in this state issued by the director of the department of insurance pursuant to title 20, chapter 2, article 1. The surety bond shall not be executed by an individual surety or sureties, even if the requirements of §7-101 are satisfied. The certified check, cashier's check or surety bond shall be returned to the contractors whose proposals are not accepted, and to the successful contractor upon the execution of a satisfactory bond and contract as provided in this article.
By submitting a bid for this project, the bidder acknowledges that they have, at a minimum met the requirements set forth in the Invitation to Bid, including but not limited to, PulteGroup Insurance Requirements, Scope of Work, General Specifications, etc.
Developer reserves the right to reject any or all proposals and/or withhold the award for any reason. Developer also reserves the right to waive any informality related to this solicitation in Developer's sole discretion and reserves the right to reject any and all proposals and resolicit and/or cancel this solicitation. Bidders are hereby notified that Developer will make no reimbursements for any costs incurred prior to issuance of a formal "notice to proceed."
