NOTICE TO CONTRACTORS CALLING FOR BIDS
2026-RFB-020 – 2026 ALL GENDER RESTROOMS
NOTICE IS HEREBY GIVEN that the San Joaquin Delta Community College District ("District") of San Joaquin County, California, acting by and through its Governing Board, will receive Bids up to, but not later than 2:00 pm on June 25, 2026, through the OpenGov procurement management system for the award of a contract for the following project: 2026-RFB-020 – 2026 ALL GENDER RESTROOMS ("Project")
Bids shall be submitted electronically via the OpenGov procurement management system before the date and time stated above. Bids submitted in any other manner will be rejected for non-responsiveness. All Bids shall be submitted on forms furnished by the District. Bids must conform with and be responsive to the Bid Documents, copies of which may be obtained from the District beginning on May 22, 2026, via OpenGov accessed by the link below:

Bidders must be registered with OpenGov to view and download the Bid Documents and submit Bids via OpenGov. Bidders shall create a FREE account with OpenGov Procurement by signing up at https://procurement.opengov.com/signup. Once Bidder has completed account registration, Bidder should browse back to this page, click on "Submit Response", and follow the instructions to submit its Bid.
Any and all Project Addenda will be posted on OpenGov. It shall be Bidder's sole responsibility to conduct periodic checks of OpenGov to identify and download any Project Addenda.
Contractors interested in submitting Bids for 2026-RFB-020 – 2026 ALL GENDER RESTROOMS ("Project") must attend a Mandatory Pre-Bid Conference and Job Walk currently scheduled to take place at 5151 Pacific Ave., Stockton, CA 95207 Danner Basement B4 on June 9, 2026 at 08:30 am. Failure to attend the entire Mandatory Pre-Bid Conference and Job Walk on the above-mentioned date will disqualify a Bidder from its Bid being opened and considered. Public Contract Code §6610 requires the Mandatory Pre-Bid Conference be set five (5) days or more after the publication of the initial notice to contractors calling for bids.
At the time of Bid Opening, only Bids that were submitted at or prior to the date and time set forth above, and in the manner set forth above and in the Bid Documents, and from those Bidders that attended the Mandatory Pre-Bid Conference shall be considered. The Bids appropriately received shall be opened and publicly read aloud immediately after the Bid due date and time.
Each Bid shall be accompanied by all documents required by the Bid Documents, including without limitation: (i) the security referred to in the Bid Documents; as well as Attachment "A"; and Attachments "C" through "N". Attachment "B" for the Project must be submitted by the Bidder within forty-eight (48) hours of the Bid Opening Date. The District reserves the right to reject any or all Bids and waive any minor irregularities or informalities in any Bids or in the Bid process.
Any Bid may be withdrawn at any time prior to the scheduled closing time for receipt of Bids. The bid security for a Bid withdrawn prior to the scheduled closing time for receipt of Bids, in accordance with this paragraph, shall be returned. No Bidder may withdraw its Bid for a period of one-twenty (120) days after the date set for the opening of the Bids.
Each Bidder shall be a licensed contractor pursuant to the Business and Professions Code and shall be licensed in the following appropriate classification of contractor's license, for the Work for which its Bid is submitted. The successful Bidder must maintain the appropriate and required license, in good standing, throughout the duration of the Contract – B License, General Building Contractor.
In contracts involving an expenditure in excess of $25,000, the successful Bidder shall be required to file a Payment Bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the Bid Documents (Civil Code Sections 9550, et seq.). The successful Bidder shall also be required to file a Performance Bond issued by an admitted Surety approved to conduct business in the State of California approved by the District in the form set forth in the Bid Documents. Payment and Performance Bonds shall be submitted and approved by the District before any construction activity for the Project begins.
The Director of Industrial Relations has determined the general prevailing rate of per diem wages in the locality in which the Project Work is to be performed for each craft or type of worker needed to execute the Contract, copies of which are on file and will be made available to any interested party upon request at the Facilities Office located at 5151 Pacific Ave., Stockton, CA 95207 Danner Basement B4 and/or by email request sent to Mark Showers at mark.showers@deltacollege.edu. It shall be mandatory upon the Contractor to whom the Contract is awarded, and upon any Subcontractor under it, to pay not less than the said specified rates to all workers employed by them in the execution of the Contract.
