NOTICE IS HEREBY GIVEN that the above-named California Community College District, through its Board of Trustees ("the District"), will accept Bid Proposals for the Contract for SHASTA COLLEGE 100 BUILDING RENOVATION ("the Work").
1. Pre-Qualified Bidders Submittal of Bid Proposals. All Bid Proposals shall be submitted on forms furnished by the District at or prior to the date and time set forth above. The District will accept and consider Bid Proposals submitted by Pre-Qualified Bidders. A Bid Proposal submitted by a Bidder who is not Pre-Qualified will be rejected for non-responsiveness.
2. Bidder Pre-Qualification. Pursuant to Public Contract Code §20651.5, the District requires that Bidders for any Project deemed suitable by the District for solicitation to the Pre-Qualified Bidder's list be pre-qualified.
2.1. Pre-Qualified Bidders. Bidders who previously submitted the Pre-Qualification Application for the District's construction Projects and been deemed a Pre-Qualified Bidder must submit the form of Verification of Pre-Qualification Application included with the Contract Documents.
2.2. Bidder Pre-Qualification During Bidding Process. Bidders who have not previously submitted the Pre-Qualification Application for the District's construction Projects must obtain the District's construction projects Pre-Qualification Application from the District and submit the completed Pre-Qualification Application to the District at least fourteen (14) calendar days prior to the latest date for submitting Bid Proposals. Pre-Qualification Applications that are not submitted at least fourteen (14) calendar days before the latest date for submitting Bid Proposals will not be reviewed or considered by the District for the Project. The District will review timely submitted Pre-Qualification Applications pursuant to the foregoing and notify the prospective Bidder submitting a Pre-Qualification Application of the Bidder's pre-qualified status no later than five (5) days prior to the latest date for submitting Bid Proposals. Pre-Qualification Applications may be obtained from the District's Bond Program Office, BondOffice@shastacollege.edu.
3. Bid and Contract Documents. Bidders must obtain Bid and Contract Documents from the Architect by contacting the Architect as noted above. The Architect will maintain a Bidders List for the Project. The Bidders who request the Bid and Contract Documents by contacting the Architect will be noted on the Bidders List; the Bid Proposal of a Bidder who is not on the Bidders List will be rejected for non-responsiveness. The Architect will provide prospective Bidders with electronic files of the Bid and Contract Documents without charge. The Architect will provide paper files of the Bid and Contract Documents by specific request of a Bidder and the Bidder's payment of reproduction costs.
4. Documents Accompanying Bid Proposal. Each Bid Proposal shall be accompanied by: (i) the Alternate Bid Items Proposal Form (if applicable); (ii) Subcontractors List; (iii) Verification of Contractor and Subcontractor' DIR Registration; (iv) Non-Collusion Affidavit; and (v) the required Bid Security. In addition, Bidders who have previously submitted the construction projects Pre-Qualification Application and been deemed a Pre-Qualified Bidder must submit the form of Verification of Pre-Qualification Application included with the Contract Documents.
5. Prevailing Wage Rates. The Contractor and all Subcontractors shall pay not less than the applicable prevailing wage rate for the classification(s) of labor provided by their respective workers; prevailing wage rates are available for review at http://www.dir.ca.gov/dlsr/statistics_research.html. During the Work, the Department of Industrial Relations ("DIR") will monitor compliance with prevailing wage rate requirements and enforce the Contractor's prevailing wage rate obligations.
6. Bidder and Subcontractors DIR Registered Contractor Status. Each Bidder must be a DIR Registered Contractor when submitting a Bid Proposal. The Bid Proposal of a Bidder who is not a DIR Registered Contractor will be rejected for non-responsiveness. All Subcontractors identified in a Bidder's Subcontractors' List must be DIR Registered contractors at the time the Bid Proposal is submitted. The foregoing notwithstanding, a Bid Proposal is not subject to rejection for non-responsiveness for listing Subcontractor(s) on the Subcontractors List who is/are not DIR Registered contractors if such Subcontractor(s) complete DIR Registration pursuant to Labor Code §1771.1(c)(1) or (2). If any listed Subcontractor(s) is/are not DIR Registered contractors and such Subcontractor(s) do not become DIR Registered pursuant to Labor Code §1771.1(c)(1) or (2), the Bidder, if awarded the Contract, must request consent of the District to substitute a DIR Registered Subcontractor for the non-DIR Registered Subcontractor pursuant to Labor Code §1771.1(c)(3), without adjustment of the Contract Price or the Contract Time.
7. Contractors' License Classification. The District requires that Bidders possess the following classification(s) of California Contractors License at the time that the Contract for the Work is awarded: B - General Building.
8. Contract Time. Substantial Completion of the Work shall be achieved as set forth in the Contract Documents; Liquidated Damages will be assessed for delayed Substantial Completion.
9. Bid Security. Each Bid Proposal shall be accompanied by Bid Security in an amount not less than ten percent (10%) of the maximum amount of the Bid Proposal, inclusive of any additive Alternate Bid Item(s). A Bid Proposal not accompanied by the required Bid Security is non-responsive and will be rejected by the District.
10. Alternate Bid Items. If the bidding include(s) Alternate Bid Items, each Bidder must propose pricing for each Alternate Bid Item. The District's selection of Alternate Bid Items for determination of the lowest bid will be as follows: The lowest price Bid Proposal shall be based on the price proposed for the base contract and the price proposed for the following Alternate Bid Items: Bid Alternate Item 1: Covered Walkway
11. No Withdrawal of Bid Proposals. Bid Proposals shall not be withdrawn by any Bidder for sixty (60) days after the opening of Bid Proposals. During this time, all Bidders shall guarantee prices quoted in their respective Bid Proposals.
12. Job-Walk. The Architect will conduct a Mandatory Job Walk on Tuesday, July 14, 2026 beginning at 3:00 PM. Bidders are to meet at the South Entry of the 100 Building for conduct of the Job Walk. If the Job Walk is mandatory, the Bid Proposal submitted by a Bidder whose representative(s) did not attend the entirety of the Mandatory Job Walk will be rejected by the District as being non-responsive.
13. Pre-Bid Inquiries. Bidders may submit pre-bid inquiries or clarification requests no later than 3:00 PM FIVE (5) working days before the latest date for submittal of Bid Proposals. Pre-bid inquiries or clarification requests shall be submitted to: Rivers@nmrdesign.com with cc to: King@nmrdesign.com.
14. Copies of Agreement and Bonds. The number of required executed copies of the Agreement is ONE (1). The number of required executed copies of the Performance Bond and the Labor & Materials Payment is ONE (1).
15. Award of Contract; Waiver of Irregularities. The Contract, if awarded, will be by action of the District's Board of Trustees to the responsible Bidder submitting the lowest priced responsive Bid Proposal. If Alternate Bid Items are included in the bidding, the lowest priced Bid Proposal will be determined on the basis of the Base Bid Proposal or on the Base Bid Proposal and the combination of Alternate Bid Items selected in accordance with the above. The District reserves the right to reject any or all Bid Proposals or to waive any irregularities or informalities in any Bid Proposal or in the bidding.
