NOTICE TO CONTRACTORS
Sealed bids, properly endorsed, for the furnishing of all necessary labor and materials for:
OPWC US-42 & Mifflin Avenue Traffic Signal Replacement
Project consists of the reconstruction of a traffic signal and installation of a fire signal, along with re-striping and ramp reconstruction work.
will be received through submission on Bid Express (infotechinc.com/bidexpress), until 2:00 p.m., local time January 8, 2026, and at that time will be opened in the City Engineer's Office at 206 Claremont Avenue, Ashland, Ohio. Apparent low bidder will be posted on Bid Express once it is determined that the project may be awarded (ORC 9.28).
Paper copies of the bid package will not be distributed and bids will only be accepted through the Bid Express web portal. Each bidder is required to furnish with its bid, a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.
Each Bid must contain the full name of the party or parties submitting the bid and all persons interested therein. Each bidder must submit evidence of experience on projects of similar size and complexity.
The City intends and requires that this project be completed no later than May 31, 2027.
All contractors and subcontractors involved with the project will, to the extent practicable, use Ohio Products, materials, services, and labor in the implementation of the project.
The Engineer's Estimate is five hundred fifty-one thousand nine hundred eighty-seven dollars ($551,987).
Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123, the Governor's Executive Order of 1972, and Governor's Executive Order 84-9 shall be required.
Bidders must comply with the prevailing wage rates on Public Improvements in Ashland County and the City of Ashland, Ohio as determined by the Ohio Department of Industrial Relations.
No bidder may withdraw his bid within thirty (30) days after the actual date of the opening thereof.
The right is reserved to accept any bid or to reject any or all bids and to waive any informalities should it be deemed to be for the best interest of the City of Ashland, Ohio to do so.
