NOTICE TO DISADVANTAGED BUSINESS ENTERPRISES Helm Civil, 2283 Route 20 East – Freeport, IL 61032, 815.235.2200, is seeking qualified MBE/WBE/DBE businesses for subcontracting and supply opportunities for City of Fulton, 4th Street Reconstruction and Watermain Improvements for the following scopes of work: Concrete Flatwork, Erosion Control, Electrical, Landscaping, Removals, Pavement Marking, Signage, Traffic Control, Trucking, Aggregates, Piping Materials, Ready Mix Concrete. Consideration will be given to all subcontractors and suppliers bidding to divide total requirements into smaller packages to facilitate maximum MBE/WBE/DBE participation. All bids will be evaluated based on the ability to do the work, the ability to complete the work within the time frame allowed, and by pricing.
