The purpose of this notice is to notify the public that VHCB is proposing to use federal funds under the HUD Lead-Based Paint Hazard Control Grant Program within a FEMA designated 100-year floodplain. The proposed program would involve eliminating lead paint hazards in housing serving low-income families and associated minor rehabilitation on residential properties within the entire State of Vermont. The target area(s) contains floodplains and project sites could be located within Flood Zones A, AO, AH, A1-A30, A99, V and V1-V30 as designated by the FEMA Flood Insurance Rate Maps.
PROJECT: Lead-Based Paint Hazard Control Grant Program VTLHB0814-25 HUD Award -$5,000,000.00 Period of Performance – March 16, 2026 to March 16, 2030
PURPOSE: to perform lead-based paint hazard reduction through interim controls or hazard abatement
of existing residential units

All affected and interested agencies, groups, and persons are encouraged to participate in this decision-making process for the proposed action in the floodplain. Written comments for consideration by VHCB may be sent to Matthew Hill, Lead Program Director at the address listed above. Written comments should be received at the above address on or before April 9, 2026
