NOTICE TO RECEIVE SEALED BIDS
TOWN OF WAUSAU CDBG-CV / COMMUNITY CENTER PROJECT
The Town of Wausau will receive sealed bids from any qualified person, company or corporation interested in providing construction services for the demolition and reconstruction of the Town's Community Center, located at 1607 Second Avenue Wausau, Florida. The project will include demolition, site work, ADA sidewalks and ramps, and reconstruction of the community center. This project is funded with Community Development Block Grant Corona Response (CDBG-CV) funds through the U.S. Department of Housing and Urban Development and through the Florida Department of Commerce (formerly DEO) and awarded to the Town of Wausau under CDBG-CV agreement 22CV-S37 to provide a location for Corona Virus testing and vaccinations.
Plans and specifications can be obtained at Southeastern Consulting Engineers, Inc., Electronic PDF copies of the Plans and Specifications may be obtained at no cost by emailing the project engineer at Hunter Baumgardner, P.E., Hunter.Baumgardner@southeasternce.com, and requesting bid documents for "22CV-S37 Town of Wausau Community Center Project". Printed sets of the Plans and Specifications may be obtained at the office of Southeastern Consulting Engineers, Inc. at 125 N. Highway 71, Wewahitchka, Florida 32465. The cost for hard copies of the Plans and Specifications will be $350.00 per set and is non-refundable. Checks should be made payable to Southeastern Consulting Engineers, Inc.
Upon request and receipt of the document deposit indicated above, the Issuing Office will transmit the Bidding Documents via email. The date that the Bidding Documents are transmitted by the Issuing Office will be considered as the Bidder's date of receipt of the Bidding Documents. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including Addenda if any, obtained from sources other than the Issuing Office. Completion date for this project will be 120 days (Substantial Completion) and 150 days (Final Completion) from the date of the Notice to Proceed presented to the successful bidder. Liquidated damages for failure to complete the project on the specified date will be set at $500.00 per day.
Please indicate on the envelope that this is a sealed bid, for "22CV-S37 Town of Wausau Community Center Project". Bids will be received until 3:00 PM (CST) on December 8, 2025 at the Town of Wausau, 1607 Second Avenue, Wausau, FL 32463 or P.O. Box 39, and will be opened and read aloud on December 9, 2025 at 10:00 a.m. (CST). The Bid will be awarded to the lowest, most responsive and responsible bidder. The Town of Wausau reserves the right to reject any and all bids. All Bids shall remain firm for a period of sixty days after the opening.
All bidders shall comply with all applicable Federal, State and local laws concerning licensing registration and regulation of contractors doing business to the State of Florida. This project is federally funded and must be implemented in compliance with all federal requirements, including but not limited to Davis-Bacon, Anti-Kickback, Contract Work Hours and Safety Standards Act, Section 3, and 2 CFR 200.
RESPONSIBLE VENDOR DETERMINATION
The bid must conform to Section 287.133(3) Florida Statutes, on public entity crimes. Respondents are hereby notified that Section 287.05701, Florida Statutes, requires that the Town may not request documentation of or consider a vendor's social, political, or ideological interests when determining if the vendor is a responsible vendor.
