NOTICE OF HEARING
TO DETERMINE WHETHER A STUDY AREA
MEETS THE CRITERIA FOR A NON-CONDEMNATION AREA IN NEED OF REDEVELOPMENT IN ACCORDANCE WITH THE
NEW JERSEY LOCAL REDEVELOPMENT AND HOUSING LAW
TAKE NOTICE THAT on Tuesday, February 3, 2026 at 7:00 PM, a Public Hearing will be held before the Belvidere Planning Board at the Belvidere Town Hall at 691 Water Street, Belvidere, NJ 07823, to consider recommending to the Town Council of the Town of Belvidere whether the area consisting of Block 31, Lot 15 meets the criteria for a non-condemnation redevelopment area in accordance with the New Jersey Local Redevelopment and Housing Law. The study area consists of 1 parcel with a total area of approximately 10.6 acres. The study area is located within the R-75 Residential District in the Town of Belvidere.
Any person interested in or who may be affected by a determination that the delineated area is an area in need of redevelopment may appear at the hearing and participate therein in accordance with the Planning Board's procedural rules.
The designation of an area in need of redevelopment operates as a finding of public purpose and the determination shall not authorize the Town to exercise the power of eminent domain to acquire any property in the delineated area, for the property is being investigated as a possible Non-Condemnation Redevelopment Area. The Town Council in directing the study has made it clear that it does not intend to use the powers provided by the Legislature for the use of eminent domain. The owner of any parcel of land in the redevelopment area has 45 days after the Town Council has ratified any redevelopment designation by resolution to challenge the designation.
A map of the potential redevelopment area as contained with the draft report entitled "Non-Condemnation Area in Need of Redevelopment Study of Former BASF Site, Block 1, Lots 5, 5.01 & 5.05, Town of Belvidere, Warren County, New Jersey" dated July 25, 2025 by Kristin J. Russell, P.P. AICP and Daniel N. Bloch, PP, AICP of Colliers Engineering and Design has been prepared and can be inspected at the office of the Clerk of the Town of Belvidere.
All documents relating to this matter may be examined by the public during normal business hours, Monday through Friday at the Belvidere Town Hall at 691 Water Street,
Belvidere, NJ 07823 and will also be available for public inspection on the Town website, https://www.belviderenj.net/.
