1.Call to Order at 6:30 p.m.
2.Approval of Agenda-Motion to approve the agenda by Harter with additions second by Schaack Motion Carried 5-0
3.Public Comment–Allison Trine, HSAP Teacher, introduced herself and talked about how the home school program is going well. Trine asked the board about establishing space for an HSAP library for accumulating materials, and promoting the HSAP program.
4.Information
4.1FY27 Budget Presentation–SBO,Tammy Ellis presented the initial FY27 budget for the proposed tax levy rate. Ellis mentioned the increase in the tax rate being due to the low State Aid, and a decline in enrollment, which results in the district being on Budget Guarantee for the 2026-27 school year. Ellis updated the board on Senate File 2201 that was just approved by the Governor on February 26, 2026. Part of Senate File 2201 included the budget guarantee for districts would be funded through the State Foundation Aid and not passed on to the taxpayers. SF 2201 will allow the board to set the tax levy rate a little lower than what was presented at tonight's meeting.
5 Action Agenda:
5.1 Levy Determination for Taxpayer Statement Motion by Carsrud to set the levy rate at 14.54137 for the taxpayer statement, second by Maier, Motion carried 5-0.
5.2 Schedule Budget Hearing A: April 6, 2026 Motion by Harter to approve the Budget Public Hearing on April 6, 2026 at Gates Hall conference room at 6:30 p.m., by Schaack Motion carried 5-0
5.3 Annual Review & Approval: District Career Readiness Plan Dr Asmus presented an annual review of the Career Readiness Plan for the 2024-25 school year. Dr. Asmus shared the various rubric scores, feedback, and goal progress for the 2024-25 school year. For the 2025-26 school year Dr. Asmus presented the District Team Reflections, Areas of Emphasis, along with Goals based on the annual rubric feedback. Motion to approve the Annual Review of the District Career Readiness Plan by Carsrud, second by Schaack, Motion Carried 5-0
5.4 Curriculum: Bridges 3.0 Proposal: Dr Asmus presented information on the Bridges 2.0 curriculum, and requests approval to move from Bridges 2.0 to Bridges 3.0 curriculum. Motion by Carsrud to approve the invoice as presented, second by Maier. Motion carried 5-0
5.5 Policy Revision 302.4 Superintendent Duties – 2nd Final Reading: Motion by to approve Policy Revision 302.4 by Carsrud, second by Harter Motion carried 5-0.
6. Consent Agenda Motion by Schaack second by Harter to approve the Consent Agenda as presented with additions, Motion Carried 5-0

7. Board Items
7.1 Board Member Comments Dr Gray answered Chitty's question from earlier in the meeting regarding how contributions were determined in the Storm Protection Fund. The contributions are based on the districts total property values that are exposed to the 1% wind/hail deductible. Dr Gray also mentioned there are over 80% of schools and AEA's in the storm protection fund. Carsrud asked where the HSAP library will be located, Dr gray said some space would be made available in the storage room located at the front of Gates for materials and resources. Chitty mentioned John Nelson broke the scoring record at the high school boys' basketball game on February 23rd. Schaack went to Tables and Tunes, much like the musicals, she recognized the amount of talent we have in our district. Carsrud mentioned the Fine Arts Festival coming up and if parking will be impacted. Dr Gray confirmed the Fine Arts Festival will be Thursday, students will be arriving by bus during the day, we'll see good crowds in the evening that will fill up the parking spaces. Carsrud mentioned there was a chunk of flooring missing in the safe room at the high school, Dr Gray will mention it to Dave Kroese.
