Project Description:
The applicant proposes to remediate the former Utica City Dump located east of Leland Avenue, between the Barge Canal and Mohawk River. The dump will be consolidated from 126 acres down to 103 acres. An evapotranspiration (ET) cover system will be installed to cover the 103 acres. The ET cover system will be composed of 18" of dredge spoils sourced from the Barge Canal, and 6" of topsoil placed over the dredge spoils. 18.2 acres of wetland restoration /construction will occur on the site perimeter. An on-site existing incinerator and surrounding structures will be demolished and disposed of at an approved solid waste management facility. Fencing will be installed along the perimeter of the site. Approximately 1.64 acres of temporary disturbance, and .12 acres of permanent disturbance will occur within a NYS Regulated Freshwater Wetland. Approximately 22.92 acres of disturbance will occur within the 100 foot Regulated Adjacent Area of the NYS Regulated Freshwater Wetland.
