New York State Department of Environmental Conservation Notice of Complete Application Date: 12/19/2025 Applicant: POLY CRAFT INDUSTRIES CORP. 40 RANICK RD HAUPPAUGE, NY 11788-4209 Facility: Poly Craft Industries Corp 36-60 Industrial Pl Ext Middletown, NY 10940 Application ID: 3-3309-00187/00001 Permits(s) Applied for: 1 - Article 19 Air State Facility Project is located: in MIDDLETOWN in ORANGE COUNTY Project Description: The Department has prepared a draft permit and has made a tentative determination, subject to public comment or other information, to issue a new Air State Facility permit to Poly Craft Industries Corp for the operation of a new flexographic printing facility in Middletown, NY with four Uteco flexographic printing presses that apply solvent-based inks to plastic bags and industrial packaging applications which will emit Volatile Organic Compounds (VOC). A new ASF pursuant to 6 NYCRR Subpart 201-5 is required for the use of four flexographic printing presses. All flexographic press emissions from emission unit U00001 will vent to a new regenerative thermal oxidizer (RTO) to control VOC. As per 6 NYCRR Part 201-7, VOC emissions are capped to 89,539 pounds per year to maintain facility emissions below the major source thresholds and to avoid the requirement for an Air Title V permit. VOC emissions from Emission Unit U00001, consisting of the four flexographic printing presses, shall be calculated monthly based on ink and solvent usage. The facility is required to submit to the Department an annual compliance report. Availability of Application Documents: Filed application documents, and Department draft permits where applicable, are available for inspection during normal business hours at the address of the contact person. To ensure timely service at the time of inspection, it is recommended that an appointment be made with the contact person. State Environmental Quality Review (SEQR) Determination: Project is an Unlisted Action and will not have a significant impact on the environment. A Negative Declaration is on file. A coordinated review was performed. SEQR Lead Agency City of Middletown Common Council: The proposed activity is not subject to review in accordance with SHPA. The application type is exempt and/or the project involves the continuation of an existing operational activity. DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29): The proposed action is subject to CP-29.
