Project Description:
The applicant proposes to disturb 7.46-acres of land adjacent to Sauquoit Creek to construct a floodplain bench
and restore the primary channel of Sauquoit Creek north of Main Street and the Oriskany Boulevard Bridge and
south of the CSX Transportation railway, in the Village of Whitesboro, Oneida County. The project includes
the installation of two outlet culverts for floodwater conveyance, excavation of approximately 10 cubic yards of
material below mean high water as well as the placement of approximately 20 cubic yards of material below the
mean high water of Sauquoit Creek. A total of 220 linear feet of Sauquoit Creek's bed and banks will be
impacted by the project, with 80 linear feet of impacts to a federally regulated stream channel associated with
the construction of the return culverts. The project will temporarily impact 0.0005-acres (22.8-sq ft) of state
regulated freshwater wetland, and 0.98-acres of regulated freshwater wetland adjacent area.

State Environmental Quality Review (SEQR) Determination
Project is a Type I action and will not have a significant effect on the environment. A coordinated review
with other involved agencies was performed and a Negative Declaration is on file.
SEQR Lead Agency Whitestown Town Board
State Historic Preservation Act (SHPA) Determination
Based on the information provided in cultural resources survey reports for this project, the New York State
Office of Parks, Recreation and Historic Preservation (OPRHP) has determined that the proposed activity will
have an impact on registered or eligible archaeological sites or historic structures. Measures have been
undertaken in consultation with OPRHP to avoid or mitigate impacts to registered or eligible resources. These
agreed upon measures conclude the SHPA review.
DEC Commissioner Policy 29, Environmental Justice and Permitting (CP-29)
It has been determined that the proposed action is not subject to CP-29.
