Newspaper Notice of an Intent
to Remediate to an Environmental Standard.

Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2, notice is hereby given that Shipley Energy will be submitting to the Department of Environmental Protection a Notice of Intent to Remediate for the Windsor Park Bulk Plant site located at 500 North State Street, Spring Garden Township, York County, Pennsylvania. This Notice of Intent to Remediate states that the site is fuel distribution facility. A heating fuel release occurred at the site due to a faulty underground steel project line. The release impacted soil and groundwater on the site.
Shipley Energy has selected the Site Specific cleanup standard for both soil and groundwater. The proposed remediation measures include removal and disposal of impacted soil near the release during piping replacement; removal of heating fuel project from monitoring wells to the practical extent possible; and elimination of pathways to receptors following Act 2 Site Specific guidance. The proposed future use of the property will be non-residential for continuation as a fuel distribution facility.
The Act provides for a 30-day public comment period for site-specific standard remediations. The 30-day comment period is initiated with the publication of this notice. Until August 10, 2026, Spring Garden Township may submit a request to Shipley Energy to develop and implement a public involvement plan involving the municipality in the development of the remediation and reuse plans for the site.
