North Marsh Lake Watershed Annual meeting minutes North Marsh Lake Watershed district annual meeting March 10, 2026 The North Marsh Lake Watershed District held their annual meeting on March 10, 2026 at the Hamlin county courthouse in Hayti, SD. Board members present: Opdahl, Kittelson, Abraham, J. Prouty. Absent: D. Leiseth. Advisory members present: P. Leiseth, Holzwarth, Popham. Absent: M. Prouty, Roe. County commissioner Scott Popham also in attendance. Chairman Opdahl called the meeting to order at 1:00 pm. Motion by Abraham, second by Prouty to approve the amended agenda. All voted aye, motion carried. Motion by Abraham, second by Kittelson to approve the secretary's report, with requested changes. All voted aye, motion carried. The treasurer's report was reviewed, motion by Prouty, second by Kittelson to approve the 2025 report, all voted aye, motion carried. Old Business: Discussion and review of 2025 projects. New Business: 1. Prouty made a motion to nominate Dustin Leiseth and Matt Abraham to the Watershed board. No other nominations from the floor. Prouty moved to cease nominations and cast unanimous ballot, Kittelson seconded, all voted aye, motion carried. 2. Kittelson made a motion for Paul Leiseth and Luke Holzwarth to be on the Watershed advisory board. No further nominations were brought forth. Prouty motioned to cease nominations and cast unanimous ballot, Abraham seconded, all voted aye, motion carried. 3. Discussion of tax levy for 2026. Motion by Abraham, seconded by Kittelson to approve the tax levy of $21,180. All voted aye, motion carried. 4. Discussion of 2026 project ideas. 5. Discussion of meeting resolution submitted by D. Leiseth. Motion by P. Leiseth to approve the resolution, seconded by Holzwarth, all voted aye, motion carried. Resolution # 2026-1 A resolution establishing the annual meeting date. A resolution of the North Lake Marsh Watershed district establishing the second Monday in March as the date of its annual meeting. Whereas, The North Lake Marsh Watershed district is required to hold an annual meeting for the purpose of conducting official business, receiving reports, and addressing matters pertaining to the operation of the watershed district; and whereas the board of directors finds it to be in the best interest of the district to establish a consistent and predictable date for its annual meeting each year; Now, therefore, be it resolved: 1. That the annual meeting of the North Lake Marsh Watershed District shall be held on the second Monday in March of each calendar year. 2. That the meeting time and location shall be determined by the Board of Directors and properly noticed in accordance with applicable law. 3. That this resolution shall remain in effect until amended or rescinded by future action of the board. Adopted this 10th day of March 2026 by the board of directors of the North Lake Marsh Watershed. Annual budget review: Motion by Abraham, seconded by Kittelson to approve the 2026 budget of $21,180, all voted aye, motion carried. Budget is as follows: Maintenance: $20,180, publishing: $150, insurance: $400, miscellaneous expenses: $250, secretary: $200. Next annual meeting is set for March 8, 2027, at 1:00 pm. There being no further business, Chairman Opdahl adjourned the meeting at 2:25 pm. Following the annual meeting, a reorganization meeting occurred. Chairman Opdahl called the meeting to order. Oath of office was administered to Matt Abraham. Motion by Abraham, seconded by Kittelson to authorize the secretary to conduct the meeting for purposes of election of offices for the Watershed board, all voted aye, motion carried. Motion by Abraham, seconded by Kittelson to have all officers remain in their positions as previous year. There were no further nominations. All members voted aye, motion carried. Chairman: Opdahl, Vice Chaiman: D. Leiseth, Treasurer: Opdahl, Managers: Kittelson, Abraham and Prouty. There being no further business for the board of managers, chairman Opdahl declared the meeting adjourned at 2:35 pm.
