Notice To Bidders NOTICE TO BIDDERS NOTICE IS HEREBY GIVEN that sealed bid proposals will be recelved, opened and read in public by the Library Director at the Priscilla Gardner Main Library, Third Floor, The Owen Grundy Room, 472 Jersey Avenue, Jersey City, NJ 07302 on July 22, 2026 at 11:00 A.M. prevalling time, or as soon thereafter as the matter can be reached, for the BUILDING ENVELOPE RESTORATION AT THE MILLER BRANCH LIBRARY, JCFPL 489 BERGEN AVENUE, JERSEY CITY, NJ Contract documents including drawings and specifications may be viewed and/or obtained at the office of Terry B. Hill, Library Director, at the Priscilla Gardner Main Library, 472 Jersey Avenue, Jersey City, NJ 07302, (201) 547- 4508. Prospective bidders may purchase a set of drawings and specifications upon payment of $400.00 (check or money order only) non-refundable fee for each set. The bld documents will not be mailed, each bidder must purchase them in person. It is the intent of this project to rehabilitate the building envelope. The work consists of restoratlon of building facades including replacement of corroded steel shelf angles, replacement of roofing system, replacement of windows and window frames, replacement of entrance doors, and related site work as shown on the drawings and specified in the book bound specifications. Bidders should make an appointment with Orlando C. Quarless, Construction & Capital Projects Manager of the Jersey City Free Public Library System at (201) 215-1659 or at for access to the library building minimum 24 hours ahead of planned site visit. Attendance at a pre-bid meeting on Thursday. July 2. 2026. at 10:00 a.m. at 489 Bergen Avenue, Jersey City. NJ 07304 is recommended but not mandatory. A site visit will be conducted as part of this pre-bid meeting so that bidders can inspect and familiarize themseives with the library building. Bidders will be responsible for providing their own transportation. be Any and all questions that arise during the bidding period must be submitted in writing and forwarded via email directly to the architect, Helena Ruman Architects, at No questions will accepted by telephone. All questions must be submitted in writing no later than July 7, 2026 at 4:00 .M. Bidders are required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Bidders are required to comply with the requirements of N.J.S.A. 10:5-31 et seq. and N.J.A.C. 17:27-1 et seq. All bids shall be irrevocable not subject to withdrawal following the bid opening and shall stand available for period of sixty (60) days. Bid Proposal MUST BE ACCOMPANIED by a Bid Bond, Cashier's Check, or Certified Check, made payable to the Jersey City Free Public Library in the amount equal to ten (10%) percent of the Bid, but in no case to exceed $20,000.00. Proposal MUST COMPLY WITH SPECIFICATIONS and must be handed to the Library Director when called for at the time and place aforementioned. Bids must be submitted individually in a sealed envelope, addressed to the Library Director, Jersey City Free Public Library, SEALED BID, with the name of the project and the name of the contractor submitting the bid on the outside. Any envelope that is received that is not properly marked causing it to be opened prior to the bid time will be invalidated. Bids may be received prior to the hour aforesaid if they are mailed by U.S.P.S. certified mall return receipt requested or hand delivered to the Library Director at the above listed address. The Jersey City Public Library will not be responsible for any bid that is sent by mail or other form of carrier which is lost or which arrives after the bid date and time listed above. At such time and place, all bids will be unsealed immediately, the contents thereof will be publicly announced and a proper record of the prices and terms will be made. Any Bid Proposal received after the date and time specified will be returned, unopened, to the bidder. The Library Director reserves the right to reject any and all bids received, or portions thereof, if deemed to be in the best interest of the Jersey City Free Public Library to do so. Terry B.
