Notice is hereby given that sealed Bids will be received by the Lakewood Township Municipal Utilities Authority for:
"Shorrock Street Water Treatment Plant – HMO Chemical Feed System Project" and opened and read aloud in the Lakewood Township Municipal Utilities Authority office, located at 390 New Hampshire Avenue, Lakewood, NJ, on 02/25/2026, at 11:00 AM prevailing local time.
The project generally consists of the following scope of work:
Furnish & installation of a new Hydrous Manganese Oxide (HMO) chemical feed system located within the existing Shorrock Street Water Treatment Plant. The work will include but is not limited to the demolition and preparation required, installation of a new containment curb, FRP grating system, chemical tote load cell devices, HDPE batch tanks, chemical transfer pumps, chemical metering pumps, all associated suction and discharge piping, valving and appurtenances, emergency safety shower, all instrumentation and control equipment and features, electrical modifications, HVAC modifications, fire protection system modifications, and plumbing modifications necessary for a complete working chemical feed system.
Demolition of, and modifications to, the existing packed column aeration system at the Shorrock Street Water Treatment Plant. This work will include but is not limited to selective demolition of aerator unit, piping, blowers and ductwork, followed by installation of new ductile iron piping, valving and heat trace to maintain flow through the facility.

All work on this Contract shall be completed within two hundred and fifty (250) Calendar Days from Notice to Proceed.

All Bidders or their representative(s) are invited and strongly encouraged to attend a PRE-BID MEETING and subsequent site visit to inspect the site of the work of this contract at 390 New Hampshire Avenue, Lakewood, NJ on 01/28/2026 beginning at 10:00 AM prevailing local time.
Bidder Questions shall be submitted in writing to Richard Padgitt, PS&S LLC at rpadgitt@psands.com by COB 02/05/2026. In accordance with NJSA 40A;11-23(c), responses to written questions will be issued by either a clarification or addendum mailed or delivered to all parties record by the Authority as having received the Request for Bids. Questions received after 5:00PM on 02/05/2026 will not be answered. Only questions answered by formal written addenda or clarifications will be binding. Oral and other interpretations will have no binding legal effect.
Bids must be furnished on the proposal sheets included in the Contract Documents, enclosed in a sealed envelope addressed to the Executive Director of Lakewood Township Municipal Utilities Authority, and plainly marked on the outside with the name and address of the bidder and the Contract Number and Title. One (1) original and two (2) copies of the bid proposal shall be submitted. The bidder must include a USB flash drive within the sealed envelope containing a digital PDF copy of the prepared bid form and supporting documents. Each bid must be accompanied by a certified check of not less than ten (10%) percent of the bid payable without any conditional endorsement as a guarantee that in case the contract is awarded to the bidder, he/she will within ten (10) days thereafter execute such contract and furnish satisfactory performance bond. Upon failure to do so, he/she shall forfeit the bid security as liquidated damages and the acceptance of the bid will be contingent upon the fulfillment of this requirement by the bidder. No interest shall be allowed upon any such certified check. A bid bond in the amount of ten (10%) percent of the bid may be substituted for certified check, except the amount of the bid security shall not be less than $500.00 - nor more than $20,000.00. Each bid must be accompanied by a Certificate of Experience and Certificate of Equipment.
Each bid must also be accompanied by a certificate of Consent of Surety from a bonding company licensed to do business in the State of New Jersey guaranteeing that if the proposal of the bidder be accepted, they will furnish the bond set forth in the Instructions to Bidders and the acceptance of the bid will be contingent upon the fulfillment of this requirement.
Bidders are required to comply with the requirements of the Americans with Disabilities Act (N.J.S.A.10:5-31 et seq.) and Affirmative Action (N.J.A.C. 17:27) and with the disclosure provisions of N.J.S.A. 19:44A-20.13. The successful bidder shall be required to comply with the provisions of the New Jersey Prevailing Wage Act, Chapter 150 of the Laws of 1963, effective January 1, 1964. Bidders shall comply with N.J.S.A. 52:32-44 latest revision, regarding Business Registration with the New Jersey Division of Revenue.
During the performance of this contract the Contractor agrees to comply with the requirements of P.L. 1975, c. 127 (N.J.A.C. 17:27), all requirements of the State of New Jersey Worker Health and Safety Act (N.J.A.C. 12:110 et seq.) as amended and the United States Occupational Safety and Health Act (OSHA) (29 CFR 1910), as amended with regard to worker and jobsite safety.
No bidder may withdraw his/her bid for a period of sixty (60) days after the date set for the opening thereof. The successful bidder will be required to furnish a surety company bond in the full amount of the contract price indemnifying the Lakewood Township Municipal Utilities Authority, Township of Lakewood, New Jersey for all proceedings, suits or actions of any kind of description and conditional for the faithful performance of the work.
The Authority reserves the right to increase or decrease quantities specified in the manner designated in the Specifications.
The Township reserves the right to award this contract based on funds available. The Board of Commissioners of the Lakewood Township Municipal Utilities Authority reserves the right to reject any or all bids if in its opinion it is in the best interest of the Authority to do so.
