PLEASE TAKE NOTICE that, at a public hearing on April 15, 2026, the City of Hackensack Planning Board (the "Board") Approved the application of ENFRA MCC, LLC and on May 26, 2026 adopted a Resolution for Application SP# 1-26 V#1-26, for Minor Site Plan and Bulk Variance Approval related to the development and use of proposed parking deck-mounted solar array facilities (the "Solar Facilities") over the existing roof areas associated with the existing Hackensack University Medical Center (the "Medical Center"), for the generation of electric power to be used by the Medical Center. The existing Medical Center is located within the Second Street Redevelopment Plan area, on property with a street address at 30 Prospect Avenue, known as Block 34002, Lots 10 & 11; Block 34003, Lots 2, 3, 4, 5, & 6; and Block 34004, Lot 1 on the Official Tax Maps of the City of Hackensack (the "Property").
More specifically, the Approvals allow the installation of long-span carport solar arrays on the parking garage decks on the Property (including the Essex, Atlantic, and Second Street garages), including all necessary solar panels, inverters, racks, and electrical interconnections.
Bulk Variance relief was also granted from design standards applicable to roof mounted solar energy systems as required by Section 175-7.18 Development Ordinance provisions:
1. Section 175-7.18(a) which requires that roof mounted solar energy systems be mounted parallel to the roof angle while the garage deck does not have a roof;
2. Section 175-7.18(a) which provides that roof mounted solar energy systems shall not exceed twelve inches in height above the edge of the roof line and shall not exceed five feet above the roof height or parapet while the carport arrays are mounted on the garage deck rather than a roof and will be greater than five (5) feet above the garage deck;
3. Section 175-7.18(c)(i) requiring that exterior components of a solar system including mounting hardware conduits piping and other supporting equipment be screened; and
4. Section 175-7.18(c)(ii) which requires that all exposed hardware and associated equipment be painted or treated to match the building façade.
A copy of the Application, determination and related documents are on file in the Building Housing Land Use Department, located at 216 Union Street, Hackensack, New Jersey 07601 and are available Monday through Friday, between the hours of 8:30 a.m. and 4:30 p.m., except holidays.
