Notice of Pending Application for Dredging
City of Two Rivers, c/o Mike Mathis, has applied to the Department of Natural Resources for a permit to do seasonal beach grooming from 18th St south to the Coast Guard property. The project is located on Lake Michigan in the NW1/4 of the NE 1/4, Section 6, Township 19N, Range 25E, City of Two Rivers, Manitowoc County.
The proposed project includes using a mechanical rake pulled behind a motorized vehicle to remove surface debris such as trash, seagull waste, quagga mussel shells, and dead alewives. All collected material is removed from the beach and disposed of in a licensed landfill. Grooming equipment does not enter the water, and vegetated areas, including dunes, are strictly avoided. Raking occurs to a maximum depth of approximately six (6) inches. The total area subject to grooming is approximately 270,000 square feet.
The Department will review the proposal provided by the applicant and any information from public comments and the public informational hearing. The Department will determine whether the proposal complies with s. 30.20 , Wis. Stats., and ch. NR 150, Wis. Adm. Code.
The Department has made a tentative determination that it will issue the permit for the proposed activity.

Comments should include the docket number or applicant name and should relate to whether the project meets the legal standards listed above. Comments must be submitted or postmarked no later than 30 days after 2/23/26 .
If you would like to request a public informational hearing, the request must be submitted or postmarked within 20 days after 2/23/26. A request for hearing must include the docket number or applicant name and specify the issues that the party desires to be addressed at the informational hearing. If no hearing is requested, the Department will issue its decision without a hearing. If a hearing is held, comments must be submitted or postmarked no later than 10 days following the hearing date.
