Notice of Pending Application for Stream Realignments, Dredging, Riffle Placement, Biological Erosion Control, Rock Toe Erosion Control, J-hooks/Miscellaneous Structure Placement and Flow Diversion Structure
Brock Wetenkamp, City of Manitowoc, has applied to the Department of Natural Resources for a permit to relocate the stream in two areas, do 110' cubic yards of dredging over several areas, place 280' of toe wood, place 110' of toe stone, place several J-hooks and riffle structures and place a flow diversion structure in Silver Creek, The project is located on in the NW 1/4 of NW 1/4, Section 05, Township 18, Range 24 E, City of Manitowoc, Manitowoc County at Silver Creek Park.
The Department will review the proposal provided by the applicant and any information from public comments and the public informational hearing. The Department will determine whether the proposal complies with ss. 1.11, 30.195, 30.20, 30.12 and 30.208, Wis. Stats., and ch. NR 150, Wis. Adm. Code, and ensure that the required mitigation meets the standards in s. 281.36(3r), Wis. Stats., if the project impacts wetlands.
The Department has made a tentative determination that it will issue a permit for the channel relocation nearest the building, the dredging, the placement of j-hooks and riffle structures, the placement of toe wood and toe stone, and the placement of the flow diversion structure in the oxbow nearest the building. The Department has made a tentative determination that the channel relocation in Area 2 is not needed to protect the bank from erosion and has potential to have a significant adverse impact on a high quality stream so will deny the permit for that part of the project because the standards for approval under 30.195, Wis Stats. are not met.

If you would like to request a public informational hearing, the request must be submitted or postmarked within 20 days after the date on which the Department first publishes the notice on our Internet website. A request for hearing must include the docket number or applicant name and specify the issues that the party desires to be addressed at the informational hearing. If no hearing is requested, the Department will issue its decision without a hearing. If a hearing is held, comments must be submitted or postmarked no later than 10 days following the hearing date.
The final decision may be appealed as indicated in the decision document.
