
Notice of Public Hearing 6th Cycle Housing Element Update
The City of Tulare Planning Commission will hold a meeting on TUESDAY, MARCH 24, 2026, starting at 5:30 PM, Tulare City Council Chambers, 491 North 'M' St., Tulare, CA 93274, to consider:
General Plan Amendment, Rezone, Adoption of By-Right Approval Ordinance, and Recommend Adoption of 6th Cycle Housing Element – A request to amend the City's General Plan designation and to rezone property; adopt by-right approval standards, as defined in Government Code Section 65583.2, and to implement various actions included in the City of Tulare's draft 6th Cycle Housing Element. The specifics of the request are as follows:
An amendment to the City's Zoning ordinance to add Chapter 10.83 By-Right Approvals.An amendment to the General Plan land use designation (from Medium-Density Residential, to High-Density Residential) and rezone (from R-M-2 to R-M-4) for 10 acres of Assessor Parcel Number (APN): 149-070- 008 to meet the Housing Element Adequate Sites requirement for the city's Regional Housing Needs Allocation (RHNA).Recommend Adoption of the 6th Cycle Housing Element to the Tulare City Council.
An Addendum to the certified Environmental Impact Report (EIR) prepared for the City's 2014 General Plan has been prepared for the project. All documents are available for review at the 1st Floor Permit Center at Tulare City Hall (411 E. Kern Avenue, Tulare, CA 93274 and online at : https://tulareregionalhousingelement.rinconconsultants.com/
At above noticed time and place, interested persons will be given an opportunity to be heard. Material submitted to Commissions for consideration (i.e., photos, petitions, etc.) will be retained by the City. If a challenge to above application is made in court, persons may be limited to raising only those issues they or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the Commission at, or prior to, the public hearing.
