
Notice of Public Hearing
Notice is hereby given that the Planning Commission of the City of Tulare will hold a public hearing at 7:00 p.m., on Monday, October 27th, 2025, in the Council Chamber, 491 North M Street, Tulare, California, to hear a request by Holmes Properties LLC. for Zone Amendment No. 765 to apply the Mixed Use (MU) Overlay zone in order to facilitate the construction of a mixed-use development. The development proposes to construct 8 duplexes (16 units) and approximately 4,000 sq. ft. of commercial building space. The proposed development is located on the south side of Corvina Avenue, west of Hillman Street (APN 166-250-093). The meeting is open to the public, and any person present will have the opportunity to be heard.
This application has been filed under the provisions of Chapter 10.116 of Title 10 of Tulare City Code.
The Community Development Department determined that this project is exempt pursuant to "In-Fill Development Projects" Section 15332 of the California Environmental Quality Act of 1970, as amended.
If you challenge the proposed project in court, you may be limited to raising only those issues you or someone else raised at the public hearing described in this notice, or in written correspondence delivered to the City of Tulare at, or prior to, the public hearing.
