Notice of Public Hearing
PLEASE TAKE NOTICE that The ARC Morris County Chapter NJ, Inc., a non-profit entity, has applied to the Hanover Township Board of Adjustment for approval of variances required for a proposed 6 bedroom group home with deficient front setbacks on an undeveloped parcel designated on the Township Tax Map as Block 905, Lot 16.01 with an address of 99 Mountain Avenue and also approval of a variance to permit 5 new parking spaces to serve the proposed new group home on an adjacent property designated on the Township Tax Map as Block 908, Lot 10.01 and having an address of 100 Mountain Avenue, that is improved with an existing 5 bedroom group home operated by the applicant. Both properties are located in a R-10 District, and they are both the subject of separate long term leases from the owner Hanover Township, which has consented to this variance application.
Specifically, variances are required from the zoning provisions listed below, and the applicant also requests any other variance, waiver and/or other approval as may be determined to be required.
Section 166-174(E)(6) of the Zoning Ordinance, which requires enhanced minimum front setbacks of 50 feet (instead of the unadjusted minimum front setback of 40 feet) based on average nearby front setbacks from Mountain Avenue, to permit a minimum front setback of 11.7 feet for the proposed group home on Lot 16.01 and to permit a minimum front setback of 29.5 feet from Spruce Street, which terminates at the boundary of Lot 16.01.
Section 166-153(F) of the Zoning Ordinance, which requires off-street parking to be on the same lot as the structure being served, to allow the proposed group home on Lot 16.01 to be served by 5 new parking spaces on adjacent Lot 10.01.
This application (BOA# 1923) is scheduled for a public hearing at a meeting of the Hanover Township Board of Adjustment on March 19., 2026 beginning at 6:30 p.m. in the Main Meeting Room at the Municipal Building, located at 1000 Route 10 West and Jefferson Road, Whippany, New Jersey. Any person may appear either personally or through counsel at the public hearing and participate in accordance with the rules of the Board of Adjustment.
