Notice of an Intent to Remediate to an Environmental Standard
(Section 302(e)(1)(ii), 303(h)(1)(ii), 304(n)(1)(i), and 305(c)(1))
Pursuant to the Land Recycling and Environmental Remediation Standards Act, the act of May 19, 1995, P.L. 4, No. 1995-2., notice is hereby given that United Environmental Services, Inc., on behalf of Stitzel Leasing, LLC – DBA York NationaLease has submitted to the Pennsylvania Department of Environmental Protection a Notice of Intent to Remediate for a property located at 2080 Lemon Street in West Manchester Township, York County. This Notice of Intent to Remediate states the site is a commercial property. The property has been found to be impacted with petroleum hydrocarbons that have contaminated groundwater and soil. The completed remediation involved soil excavation, while the proposed measures will focus on pathway elimination to address remaining concerns. The proposed future use of the property will be for commercial non-residential use.
Stitzel Leasing, LLC – DBA York NationaLease plans to use a combination of the site-specific standard and the non-residential statewide health standard at the site. The Act provides for a 30-day public comment period for site specific standard remediation. The 30-day comment period is initiated with the publication of this notice. Until October 19, 2025, West Manchester Township may submit a request to be involved in the development of the remediation and reuse plans for the property. West Manchester Township may also submit a request to Stitzel Leasing, LLC – DBA York NationaLease during this 30-day comment period to develop and implement a public involvement plan. Copies of these requests and any comments should also be submitted to the Department of Environmental Protection, Southcentral Regional Office, at 909 Elmerton Avenue, Harrisburg, PA 17110.
