Notice to Bidders Blum Construction has been selected as the Construction Manager @ Risk by the North Carolina Center for the Advancement of Teaching (NCCAT) and will receive and publicly open sealed proposals from prequalified bidders for the construction of the NCCAT Cullowhee Campus Expansion project in Cullowhee, NC. Sealed bids will be delivered to the Allied Health & Workforce Development Building on AB Tech's Asheville Campus (340 Victoria Road, Asheville, NC 28801) and then read aloud. NC Center for the Advancement of Teaching will be undergoing a campus expansion including the addition of a new Residence Hall and renovations & additions to the existing 42,295 SF Professional Development Center on their campus in Cullowhee, NC. The new residence hall will span 30,150 SF and total 51 beds. Associated sitework will include demolition of existing storage buildings, preparation of the new building pad, future building pads, new access road and parking lot. Bid opening process will be as follows: Thursday, October 2, 2025: Bids will need to be dropped off in a box in the First Floor Lobby of AB Tech's Allied Health & WD Building (340 Victoria Road, Asheville, NC 28801). All sealed bids will be required to be placed in a sealed envelope labeled with the required details listed in the bid manual. Receipt of bids will officially close at 1:00pm – No bids or supplemental documents will be accepted after the bid closing. Bid opening will begin one hour after bid closing time and will be publicly read out loud. The bid opening will be held both in person and via video conferencing. We will go systematically by bid package until all qualified bids are read. Any package not opened on the day of October 2nd due to a lack of bids received will be rebid the following week on October 9th at 2pm. Examples of Trade Partner Support include quick pay arrangements, modified insurance limits, bonding access or alternative bonding solutions, joint check agreements, disaggregation of bid packages, break out of materials and equipment to support cash flow.
