OWNER - The Village of Machesney Park acting through its Board of Trustees, hereby gives notice that sealed Bids will be received in the Village of Machesney Park Village Hall for the following described project.
PROJECT – Stone's Landing Park Improvements (Re-Bid)
This project includes site grading and restoration, a new HMA pavement multiuse path, pathway lighting, concrete sidewalks, HMA parking lot, and the expansion of an existing parking lot, storm sewer yard inlets and piping, rip-rap placement at portions of the river bank. There will also be two new accessible concrete fishing piers with railings overlooking the river. The project also includes the construction of a restroom facility. The restroom building will be Owner-supplied, procured directly by the Village from RomTec. The Contractor shall provide labor, equipment, and coordination required to assemble/install the Owner-supplied restroom building, including foundations (if applicable), anchorage, and utility connections, in accordance with the Contract Documents and Manufacturer installation requirements.

TIME - Sealed Bids will be received until 10:00 a.m., local time, as indicated on the website http://www.time.gov CST on March 19, 2026, in the Village of Machesney Park Village Hall, 300 Roosevelt Road, Machesney Park, IL 61115, at which time and place all Bids will be publicly opened and read aloud.
BIDS - All Bids shall be addressed to Ms. Sarah Cortinas, Deputy Village Clerk, Village of Machesney Park, 300 Roosevelt Road, Machesney Park, IL 61115. Bids shall be sealed and shall have the name and address of the Bidder and the Contract for which the Bid is being submitted on the outside of the envelope. All Bidders shall Bid in accordance with and upon the Bid Forms included in the Contract Documents.
PROCUREMENT OF BIDDING DOCUMENTS - In order to be a 'Plan Holder' or 'Bidder', each firm or organization shall download Bidding Documents from QuestCDN.com. The Quest project number is 10042036 for the Village of Machesney Park – Stone's Landing Park Improvements (Re-Bid) project. A complete set of bidding documents can be downloaded for a non-refundable fee of $25.00. Please contact QuestCDN.com at (952) 233-1632 or at info@questcdn.com for assistance in free membership registration, downloading, and working with this digital project information. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.
BID SECURITY - No Bid shall be received unless accompanied by a Certified Check or satisfactory Bid Bond payable to the Village of Machesney Park in an amount not less than ten percent 10% of the maximum Bid as a guarantee that, if the Bid is accepted, the Bidder will execute and file the Contract, Performance/Payment Bonds and Insurance Certification, as required by the Contract Documents, within ten (10) days after the Notice of Award.
PRE-BID MEETING – A pre-bid conference will be held at 11:00 a.m. local time on March 5, 2026, at Village of Machesney Park Village Hall, 300 Roosevelt Road, Machesney Park, IL 61115. Representatives of OWNER and ENGINEER will be present to discuss the Project.
BID REJECTION - The OWNER reserves the right to reject any and all Bids, waive any informalities in Bidding or to accept the Bid or Bids which best serves the interests of the Village of Machesney Park.
WITHDRAWAL OF BIDS - No Bid shall be withdrawn for a period of 90 days after the scheduled opening without the consent of the OWNER.

Contract Letting
The contract letting shall be subject to Illinois Statutes.
Equal Employment Opportunity
CONTRACTOR shall comply with the Equal Employment opportunity requirements in the contract documents and certify that the Contractor is not barred from contracting with a local unit of government as a result of a violation of either Section 33E-3 or 33E-4 of the Illinois Criminal Code.The CONTRACTOR and subcontractors must comply with the Illinois Human Rights Act, the Rules and Regulations of the Illinois Department of Human Rights, and Orders of the Illinois Human Rights Commission, provisions of the Public Works Employment Discrimination Act, 775 Illinois Compiled Statues, 10/0.01, and the requirements of the Illinois Equal Employment Opportunity clause.
Minimum Wage
The CONTRACTOR shall be required to pay not less than the minimum wage rates established by the OWNER, as stated in the Advertisement For Bids.Copies of the applicable wage rates are on file with the OWNER and/or incorporated in the contract documents.The CONTRACTOR shall pay prevailing wages in accordance with, "An act regulating wages of laborers, mechanics and other workers employed in any public works by the state, county, city or any public body or any political subdivision or by anyone under contract for public works" (820 ILCS 130 et Seq.). The minimum hourly rate of wages, as determined by the Wage Determination Decision of the Illinois Department of Labor referred to in these standards is included in the bid packet.
