Notice to Bidders
NOTICE TO BIDDERS
NOTICE is hereby given that the County Commissioners of St. Joseph County, Indiana will publicly open
and read aloud bids on August 4 , 2026, at the hour of eleven [11:00] a.m. [EDT] in the 4th Floor, County-
City Building, South Bend, Indiana, as per Specifications and Plans now on file in the office of the County
Engineer, Seventh Floor, Room 732, County-City Building for the following Project:
FRONTAGE ROAD OVER ROGERS CLARK DITCH (DIVISION A)
AND
GORDON ROAD OVER NIESPODZIANY DITCH (DIVISION B)
PROJECT NO.: SS-92601
Work includes the construction of a box culvert installation for new roadway intersection identified as
Frontage Road over Rogers Clark Ditch, with sanitary sewer and water main crossings below the ditch, and
new intersection construction, and other features all more particularly described in plans. Work also
includes the existing structure replacement at Gordon Road over Niespodziany Ditch with pavement
reconstruction, improvements to Strawberry Road, storm sewer, guardrail installation, and other pertinent
work as described in plans.
SAID bids must be accompanied with a Certified Check made payable to St. Joseph County, Indiana or Bid
Bond executed by the bidder and surety company in a sum of not less than ten percent [10%] of the total
amount of the bid, together with a non-collusive affidavit as prescribed in Form 96, Revised 2013. Bids
must be filed in the office of the County Commissioners no later than 12:00 p.m. [EDT] on August 3, 2026,
7th Floor, County/City Building, South Bend, Indiana. The bidder awarded the contract will be required to
furnish a separate Payment, Performance and Maintenance Bonds before commencing work. The Payment
and Performance Bonds shall remain in effect throughout the entire construction period in an amount equal
to the awarded Contract Amount. The required Maintenance Bond shall remain in effect for a period of
three years from the date of final acceptance in an amount of 10 percent [10%] of the awarded Contract
Amount.
RESPONSIBLE Bidders may obtain a digital set of and/or sets of the Contract Documents, Special
Provisions, and/or Plans, if applicable, for this Project at http://www.sjcindiana.com/Bids.aspx. Bidders
must mail in a check for the nonrefundable fee of $35.00. Make any and all checks payable to the St. Joseph
County Auditor's Office.
SPECIFICATIONS and/or Plans, if applicable, are on file and available for examination in the County
Engineer's Office, Room 732, County-City Building, South Bend, Indiana, and may be reviewed between
the hours of eight [8:00] a.m. and four-thirty [4:30] p.m. [EDT] Monday through Friday.
THE St. Joseph County Commissions reserve the right to reject any and all bids or to accept the one which,
in its judgement will be to the best interest of St. Joseph County, Indiana. The St. Joseph County
Commissioners also reserves the right to hold Bids up to sixty (60) calendar days from the receipt of the
Bid.
