Notice to Bidders ADVERTISEMENT FOR BIDS NOTICE TO BIDDERS Notice is hereby given the Board of Commissioners of St. Joseph County will receive sealed bids until 11:00 a.m. (local time) on August 11, 2026 at the Department of Infrastructure, Growth and Planning, 7th Floor, County-City Building, 227 West Jefferson Boulevard, South Bend, Indiana, at which time and place all bids will be publicly opened and read aloud at the Board of Commissioners Meeting in the Council Chambers, 4th Floor, County-City Building, South Bend, Indiana, as per Specifications on file, beginning July 23, 2026 on the County web-site at http://www.sjcindiana.com/Bids.aspx for the following Project: W-92603: CAPITAL AVE CORRIDOR UTILITY EXPANSION - BID PACKAGE B (BITTERSWEET ROAD UTILITIES) The project includes the construction of approximately 15,000 feet of 16-inch water main and construction of conduit. These improvements will be installed within road right of way or utility easements which parallel Bittersweet Road, located approximately between Cleveland Road and Day Road. Said bids must be accompanied with a Certified Check made payable to St. Joseph County, Indiana or Bid Bond executed by the bidder and surety company in a sum of not less than ten percent [10%] of the total amount of the bid, together with a non-collusive affidavit as prescribed in Form 96, Revised 2013. Bids must be filed in the office of the Commissioners no later than 11:00 a.m. (local time) on August 11, 2026, 7th Floor, County-City Building, 227 West Jefferson Boulevard, South Bend, Indiana. The bidder awarded the contract will be required to furnish separate Payment, Performance, and Maintenance Bonds before commencing work. The Payment and Performance Bond shall each remain in effect throughout the entire construction period in an amount equal to 100% the awarded Contract Amount. The required Maintenance Bond shall remain in effect for a period of five years from the date of final acceptance in an amount of 10 percent [10%] of the awarded Contract Amount. The bidder's attention is directed to the Affirmative Action Requirements and the Insurance Provisions of the Project. Bidder experience requirements are included in the Project Manual related to water main installation. A non-mandatory pre-bid meeting will be held at the offices of DLZ Indiana, 2211 East Jefferson Boulevard, South Bend, IN on July 30, 2026 at 2:30 p.m. [local time]. Specifications and/or Plans are available for examination at the St. Joseph County Department of Infrastructure, Planning & Growth, County Engineer's Office, Room 732, County-City Building, South Bend, Indiana 46601, and may be reviewed between the hours of 8:00am and 4:30pm [local time], Monday through Friday. The Board of Commissioners of St. Joseph County, Indiana reserve the right to reject any and all bids or to accept the ones which, in its judgment will be to the best interest of St. Joseph County, Indiana.
