NOTICE OF TIER II DRAFT PERMIT
A Tier II application for an air quality acid rain permit renewal has been filed with the Department of Environmental Quality (DEQ) by applicant, Oklahoma Gas & Electric Company, P.O. Box 321, Oklahoma City, Oklahoma 73101.
The applicant requests approval to renew the Acid Rain Permit for Frontier Generating Station located at 7425 SW 29th Street, Oklahoma City, Oklahoma County, Oklahoma, SW¼ of Section 8, Township 11N, Range 4W. Directions to the facility are as follows: From downtown OKC, take I-40 west 6 miles to MacArthur Blvd. Travel south on MacArthur for 2 miles to SW 29th and turn right. Then travel 1.5 miles and turn right into Will Rogers Business Park and go to the end of the road to the facility.
The applicant requests approval to continue operation of the Frontier combined-cycle generating station and the affected Acid Rain unit CC01 under Title IV of the Clean Air Act and 40 CFR Parts 72 through 78. The draft Acid Rain permit identifies CC01 as the affected unit, shows the unit became affected on September 1, 2019, states the unit will hold allowances, and lists a CEMS certification date of February 24, 2016.
For notice purposes, the facility's most recent Title V permit memorandum estimated maximum facility-wide emissions during normal operations at approximately 1,021.81 TPY NOx, 216.69 TPY CO, 40.81 TPY VOC, and 59.53 TPY PM10.
In response to the application, DEQ has prepared a draft operating permit (Permit No. 2020-0070-ARR), which may be reviewed at Mustang Public Library, 1201 N. Mustang Rd., Mustang, OK, or at the Air Quality Division's main office, 707 N. Robinson, Suite 4100, Oklahoma City, OK 73101-1677. The draft permit and application may also be obtained in electronic form by direct request to DEQ, and the draft permit is available for review in the Air Quality section of the DEQ website at https://oklahoma.gov/deq.html.
The public comment period ends 30 days after the date of publication of this notice. Any person may submit written comments concerning the draft permit to the Air Quality Division contact listed below or as directed through the corresponding online notice. A public meeting on the draft permit may also be requested in writing at the same address. Note that all public meetings are to be arranged and conducted by DEQ staff.
In addition to the public comment opportunity offered under this notice, this draft permit is subject to U.S. Environmental Protection Agency (EPA) review, EPA objection, and petition to EPA, as provided by 40 CFR § 70.8.
If the Administrator (EPA) does not object to the proposed permit, the public has 60 days following the Administrator's 45-day review period to petition the Administrator to make such an objection as provided in 40 CFR 70.8(d) and in OAC 252:100-8-8(j).
