Oriskany Central School District 2026-2027 Annual School District Budget Vote & Election
NOTICE IS HEREBY GIVEN that the annual meeting of the qualified voters of the Oriskany Central School District of the Towns of Whitestown, Marcy, Floyd, and Rome, Oneida County, New York, to be held at the Oriskany Central Jr/Sr High School building on Tuesday, May 19, 2026, from 12 noon until 8:00 PM., prevailing time, in the Oriskany Jr/Sr High School Atrium (rear), at which time the polls will be opened to vote by voting by ballot or machine upon the following items:
To adopt the annual budget of the Oriskany Central School District for the fiscal year 2026-2027 and to authorize the requisite portion thereof to be raised by taxation on the taxable property of the District.
To transact such other business as may properly come before the meeting pursuant to the Education Law of the State of New York and acts amendatory thereto.
To vote on the election of four (4) "at large" Board of Education members. Three (3) members for a three (3) year term commencing July 1, 2026, and concluding June 30, 2029, and one (1) member for a two (2) year term commencing on July 1, 2026, and concluding June 30, 2028. The vacancies arise from the expiration of the terms of Ms. Therese Hanna, Mr. Brian Judycki, and Mr. Jeffrey Kraeger, and the vacancy of Ms. Michelle Gu.
To levy and collect a tax, pursuant to Section 259 of the Education Law of the State of New York, in the sum of $40,000 for the continuing support and maintenance of the free library services offered to the district residents by the Oriskany Public Library.
To establish a capital reserve fund pursuant to Section 3651 of the Education Law to be designated, "2026 Transportation Capital Reserve Fund", created to defray the cost of school buses and other vehicles, including but not limited to diesel school buses, other diesel vehicles, zero-emission school buses, other zero-emission vehicles, and transportation infrastructure, including construction and reconstruction of School District buildings and facilities, original equipment, machinery, apparatus, appurtenances, furnishings and other incidental improvements and expenses in connection therewith, and in order to accomplish the same, the Board is hereby authorized to establish the ultimate amount of such reserve fund to be five million dollars ($5,000,000) inclusive of accrued interest and other investment earnings, with a probable term of five (5) years. The Board of Education is hereby authorized to pay funds from the available fund balance, state aid reimbursement to the School District on account of capital projects, such other monies, as the voters may direct, and/or other legally available funds of the School District to such reserve fund in an amount determined by the Board of Education up to the maximum authorized amount.
To establish a capital reserve fund pursuant to Section 3651 of the Education Law to be designated, "2026 Technology and Equipment Capital Reserve Fund", created to defray the cost of equipment, machinery or apparatus incidental thereto, and the purchase of technology equipment, furnishings, and other equipment, machinery or apparatus separately, and in order to accomplish the same, the Board is hereby authorized to establish the ultimate amount of such reserve fund to be one million dollars ($1,000,000) inclusive of accrued interest and other investment earnings, with a probable term of five (5) years. The Board of Education is hereby authorized to pay funds from the available fund balance, state aid reimbursement to the School District on account of capital projects, such other monies as the voters may direct, and/or other legally available funds of the School District to such reserve fund in an amount determined by the Board of Education up to the maximum authorized amount.
NOTICE IS HEREBY GIVEN that a Public Hearing of the qualified voters of the Oriskany Central School District, Oneida County, Oriskany, New York, will be held in the Jr/Sr High School Auditorium on Monday, May 11, 2026, at 5:30 PM prevailing time, for the presentation of the budget. At that time and place, a Meet the Candidates Night will also be held, during which the candidates for the Board of Education will be welcome to speak.
AND FURTHER NOTICE IS HEREBY GIVEN that a copy of the statement of money which will be required to fund the School District's budget for 2026-2027, exclusive of public monies, may be obtained by any resident of the District during business hours beginning on Tuesday, May 5, 2026, and on the date of the election, except on Saturdays, Sundays, or holidays at all school buildings, and the Oriskany Public Library.
AND FURTHER NOTICE IS HEREBY GIVEN that petitions nominating candidates for the office of Member of the Board of Education shall be filed with the Clerk of said School District, not later than April 20, 2026, between 8:00 AM and 5:00 PM at the clerk's office. Each petition shall be directed to the Clerk of the District, must state the name and address of the candidate, and shall be signed by at least 25 qualified voters of the district and include the residence of each signer. Blank petitions may be obtained at the Clerk of the District office, 1313 Utica St, Oriskany, NY, between 8:00 AM and 4:00 PM, Monday through Friday.
AND FURTHER NOTICE IS HEREBY GIVEN that applications for absentee ballots and early mail ballots will be obtainable in the office of the Clerk of the District on school days between the hours of 8:00 AM and 4:00 PM or on the District website at www.oriskanycsd.org. Completed applications must be received by the District Clerk at least seven (7) days before the election if the ballot is to be mailed to the voter, or the day before the election if the ballot is to be delivered personally to the voter. Absentee or Early Mail ballots must be received by the District Clerk no later than 5:00 PM, prevailing time, on Tuesday, May 19, 2026. A list of all persons to whom Absentee and Early Mail ballots shall have been issued will be available for inspection to qualified voters of the District in the office of the Clerk of the District on each of the five days prior to the day of the election, except Sundays, and such list will be posted at the polling place at the election.
AND FURTHER NOTICE IS HEREBY GIVEN that military voters who are qualified voters of the School District may apply for a military ballot by requesting an application from the District Clerk at (315)768-2054 or czumbrun@oriskanycsd.org. For a military voter to be issued a military ballot, the District Clerk must have received a valid ballot application no later than 5:00 PM on April 23, 2026.
In a request for a military ballot application or ballot, the military voter may indicate their preference for receiving the application or ballot by mail, facsimile transmission, or electronic mail. If a military voter does not designate a preference, the Board of Education shall mail the military ballot application or military ballot.
