Notice of Ordinanace Adoption:
Ordinanace Creating Township Planning Commission
On March 10, 2026, Orleans Township (the "Township") adopted Ordinance No. 357, Ordinance Creating Township Planning Commission (the "Ordinance"). The following is a summary of the Ordinance. A true copy of the Ordinance is available at the Township Hall, 3077 Palmer Rd, Orleans, MI 48865.
Section 101. Creation. This section states that there shall be an Orleans Township Planning Commission pursuant to P.A. 33 of 2008, as amended, being the Michigan Planning Enabling Act, M.C.L. 125.3801 et. seq., hereinafter referred to as the Commission with the powers and duties as therein set forth and as hereinafter provided and staffed Planning Department.
Section 102. Membership. This section provides information regarding the membership of the Orleans Township Planning Commission.
Section 103. Liasons. This section provides that the Planning Commission may name "liaisons" to the Commission.
Section 104. Training. The section provides that appointed members of the Commission shall attend educational programs designed for training members of Michigan planning commissions if the adopted Orleans Township budget for that fiscal year includes funds to pay for tuition, registration, and travel expenses for the training.
Section 105. Members, Appointment and Terms. The section provides the term limits and procedures for appointment of members.
Section 106. Removal from Office. The section provides that the Township Board may remove a member of the Commission for misfeasance, malfeasance, or nonfeasance in office upon written charges and after a public hearing.
Section 107. Membership; Vacancies. The section provides that the Township Board shall fill any vacancy in the membership of the Commission for the unexpired terms in the same manner as the initial appointment.
Section 108. Membership; Compensation. The section provides compensation provisions for the Planning Commission.
Section 109. Meetings. The section provides procedures and requirements for Planning Commission meetings.
Section 110. Powers and Duties. The section provides the powers and duties of the Planning Commission.
Section 111. Staff/Consultants. The section provides procedures and requirements related to staff and employees assigned to work with the Planning Commission.
Section 112. Meetings; Records. The section provides that the Planning Commission shall adopt Bylaws for the transaction of business and shall keep a record of its resolutions, transactions, findings, and determinations, which records shall be a public record.
Section 113. Validity and Severability. This section provides that if any portion of this Ordinance is found invalid for any reason, such holding shall not be construed as affecting the validity of the remaining portions of this Ordinance or any master plan, interim zoning ordinance or initial zoning ordinance adopted by the Township.
Section 114. Repealer Clause. This section provides that any ordinances or parts of ordinances in conflict herewith are hereby repealed only to the extent necessary to give the Ordinance full force and effect.
Section 115. Effective Date. This section provides that the Ordinance shall become effective 63 days after this Ordinance is published in a newspaper of general circulation within the Township as provided by law.
