NOTICE OF AVAILABILITY OF ENVIRONMENTAL ASSESSMENT
(October 2, 2025)
In accordance with the National Environmental Policy Act of 1969 and the Federal Energy Regulatory Commission's (Commission or FERC) regulations, 18 C.F.R. Part 380, Commission staff reviewed the licensee's application for surrender of the project license for the Lower Mousam Hydroelectric Project No. 5362 and have prepared an Environmental Assessment (EA) for the project.[1] As part of surrender, the licensee proposes to decommission the project by removing flashboards, disconnecting leads from generators, and remove all generation and electrical equipment. The dams would remain in place. The Lower Mousam Project consists of three developments: Dane Perkins, Twine Mill, and Kesslen. The project is located on the lower reach of the Mousam River, in York County, Maine. The project does not occupy any federal lands.
The EA contains Commission staff's analysis of the potential environmental effects of the proposed surrender of the project license, alternatives to the proposed action, and concludes that the licensee's proposal would not constitute a major federal action that would significantly affect the quality of the human environment.
