NOTICE TO BE PUBLISHED IN OFFICIAL NEWSPAPER
PLEASE TAKE NOTICE that on Wednesday, September 24, 2025, at 6:00 p.m., a hearing will be held before the Borough of Roselle Planning Board in the Baker Room at Borough Hall, 210 Chestnut Street, Roselle, New Jersey 07203, regarding an application for preliminary and final major site plan approvals with variances pursuant to N.J.S.A. 40:55D-70(c) for property located at 113 and 115 Locust Street in the Borough of Roselle and identified as Block 3802, Lots 27 and 28 on the Roselle tax maps. The Applicant and Owner of both tax lots is 113-115 Locust, LLC. Both tax lots were formerly improved with single family dwellings which have been demolished. Applicant seeks approvals to merge the two lots and construct a four-story multi-family dwelling with 18 residential units on the upper three floors and 21 parking stalls, including lifts, on the ground floor. Development of the site is governed by the Locust Street Redevelopment Plan adopted by the Borough in July, 2024. In addition to site plan approval, (c) variances are required for deviations from Section 7.2(A)(4)(d) of the Redevelopment Plan because (i) a three foot side yard setback is required and a zero side yard setback is proposed; (ii) a ten foot rear yard setback is required and a four foot rear yard setback is proposed; and (iii) maximum impervious coverage of 85% is permitted and impervious coverage of 89.23% is proposed. Another (c) variance is required because the parking ratios established by Section 7.2(A)(5)(b) of the Redevelopment Plan require 22 parking spaces for the project and 21 are proposed.
Applicant also requests that the Board grant any additional approvals, permits, variances, interpretations, waivers or exceptions reflected in the plans and materials filed (as same may be amended or revised from time to time without further notice) or determined to be necessary during the review and processing of this application. Any persons interested in this application may be heard at the meeting. The application and plans are on file in the Borough's Code Enforcement Department, located at Borough Hall, Borough Hall, 210 Chestnut Street, Roselle, New Jersey, and are available for inspection by the public between the hours of 9:30 a.m. and 4:00 p.m., Monday through Friday.
