PROCEEDINGS OF THE WOOD COUNTY BOARD OF SUPERVISORS May 19, 2026 – 9:30 a.m. The Wood County Board of Supervisors, composed of nineteen members convened in the Wood County Boardroom at the Courthouse in Wisconsin Rapids, Wisconsin on May 19, 2026. Chairman Pliml called the meeting to order at 9:30 a.m. Supervisors present: Breu, Buttke, Casper, Clendenning, Goldberg, Hahn, Hamilton, Hovendick, Leichtnam, Penzkover, Perlock, Polach, Pliml, Rozar, Thao, Valenstein, Voight, and Zurfluh. Excused was Schulz. Supervisor Hahn gave the invocation led the Pledge of Allegiance. Motion by Hamilton/Clendenning to approve the minutes of the previous meeting. Motion carried by voice vote. Motion by Leichtnam/Breu to approve 2026-2028 County Board Chair Committee appointments as presented. Motion carried by voice vote. Under public comment, Supervisor Leichtnam expressed his desire to allow public comment to any subject, regardless of agenda placement. The referrals were noted. Committee minutes presented: Operations. Chairman Pliml declared his intent on taking the first 4 resolutions with one vote. No objections heard. RESOLUTION 26-5-1 Introduced by: Operations Committee INTENT & SYNOPSIS: To amend the 2025 Aging & Disability Resource Center (54611) budget for additional expenditures not anticipated during the original budget process. FISCAL NOTE: No cost to Wood County. The source of funding is available cash reserves in the ADRC fund balance. The adjustment to the budget is as follows: Account Account Name Debit Credit 54611 ADRC $33,642 34112 ADRC Fund Balance $33,642 Motion by Zurfluh/Clendenning to adopt Resolution 26-5-1. Motion carried unanimously. Excused was Schulz. RESOLUTION 26-5-2 Introduced by: Health & Human Services and Operations Committees INTENT & SYNOPSIS: To amend the 2025 Budget for Human Service Norwood Health Center (NHC), Edgewater Haven (EWH) and Community programs for additional expenditures that were not anticipated during the original budget process. FISCAL NOTE: No additional cost to Wood County. The source of funding is unbudgeted/unanticipated revenue in NHC Crossroads Public Charges (46526) and NHC Pathways Public Charges (46526) AND available unused appropriations in EWH Nursing (54210), NHC Inpatient (54326), and Community Child Welfare (54401). RESOLUTION 26-5-3 Introduced by: Conservation, Education, & Economic Development and Operations Committees INTENT & SYNOPSIS: To seek County Board approval to amend the 2026 Wood County Land & Water Conservation budget for unanticipated State of Wisconsin Dept. of Natural Resources (DNR) Surface Water -Nepco Lake Grant monies and to appropriate those monies to the Land & Water Conservation budget for expenditures. FISCAL NOTE: No cost to Wood County. The source of the funding is unanticipated revenue from a DNR Surface Water Grant. The adjustment to the budget is as follows: Account Account Name Debit Credit 56121 Land & Water Cons. $37,531.80 43586 State Grants Surf. RESOLUTION 26-5-4 Introduced by: Conservation, Education, & Economic Development and Operations Committees INTENT & SYNOPSIS: To seek County Board approval to amend the 2026 Wood County Land & Water Conservation budget for unanticipated State of Wisconsin Dept. of Natural Resources (DNR) Surface Water Fourmile Creek Watershed Grant monies and to appropriate those monies to the Land & Water Conservation budget for expenditures. FISCAL NOTE: No cost to Wood County. The source of the funding is unanticipated revenue from a DNR Surface Water Grant. RESOLUTION 26-5-5 Introduced by: Operations Committee INTENT & SYNOPSIS: To increase the Marriage License & Domestic Partnership issuance fees, effective January 1, 2027. FISCAL NOTE: Increase in yearly revenues by approximately $8,500. Motion by Breu/Zurfluh to adopt Resolution 26-5-5. Motion carried unanimously. Excused was Schulz. Committee minutes presented: Health & Human Services, Public Safety, Conservation, Education, & Economic Development, Golden Sands RC&D, Citizens Water Group, Central Sands Groundwater County Collaborative. North Central Wisconsin Tourism Partnership Tourism, Judicial & Legislative, Highway Infrastructure & Recreation, Property & Information Technology, Central Wisconsin State Fair Board, Wood County Library Board, South Central Library Board of Trustees.
