PROCLAMATION AND NOTICE OF ELECTION Under and by virtue of Section 26, Article 10 of the Constitution and Title 70, Article XV, Oklahoma Statutes 2011, and other laws supplementary and amendatory thereto and a Resolution of the Board of Education of Independent School District Number 1 of Pottawatomie County, Oklahoma, adopted on the 30th day of January, 2026, an election is hereby called to be held in said School District on the 7th day of April, 2026, for the purpose of submitting to the registered qualified electors thereof the following proposition: PROPOSITION "Shall Independent School District Number 1 of Pottawatomie County, Oklahoma, incur an indebtedness by issuing its bonds in the sum of Twenty Million Nine Hundred Thousand Dollars ($20,900,000) to be issued in series with or without other funds to provide funds for the purpose of improving or acquiring school sites, constructing, repairing, remodeling and equipping school buildings, and acquiring school furniture, fixtures and equipment; or in the alternative to acquire all or a distinct portion of such property pursuant to a lease purchase arrangement; and levy and collect an annual tax, in addition to all other taxes, upon all the taxable property in such District sufficient to pay the interest on such bonds as it falls due and also to constitute a sinking fund for the payment of the principal thereof when due, said bonds to bear interest at not to exceed the rate of ten percentum (10%) per annum, payable semi-annually and to become due serially within five (5) years from their date?" The voting devices used at said election shall set out the proposition as above set forth and shall also contain the words: For the above proposition YES Against the above proposition NO The polls shall be opened at seven o'clock a.m. and remain open continuously until and be closed at seven o'clock p.m. That the number and location of the polling places for said election shall be the same as the regular precinct polling places as designated for statewide and local elections by the County Election Board; or combined as authorized by statute Title 26 O.S., Section 13A-101. The persons who shall conduct said election shall be those officers designated by the County Election Board, which officers shall also act as counters and certify the election results as required by law. That the specific projects for which at least seventy (70%) percent of the proceeds of the aforesaid Bonds shall be expended (or in the alternative to acquire all or a distinct portion of such property pursuant to a lease purchase arrangement) and the dollar amounts for each project shall be as follows: PROPOSITION Construct, furnish, equip, and/or acquire improvements at McLoud High School to include but not be limited to: multi-classroom addition to include commons area, certain office space, a storm shelter within, science labs, drama, and family consumer science classrooms; a storm shelter at the agriculture education facility; auditorium and band room improvements in the fine arts facility; new entrance at the South side of the existing gymnasium to include restrooms, lobby, and improvements to the Honor Hall $18,000,000 Construct, furnish, equip, and/or acquire improvements at McLoud Junior High School to include but not be limited to: new metal roof, improvements to the north entrance, renovations to certain existing space to be used for classroom instruction, and parking and driveway improvements to include a pick-up/drop-off lane and additional parking space $1,090,000 Construct, furnish, equip, and/or acquire improvements at the McLoud School District Administration Building to include but not be limited to: new metal roof $315,000 Construct, furnish, equip, and/or acquire improvements at the McLoud High School gymnasium to include but not be limited to: paving and parking improvements $715,000 Construct, furnish, equip, and/or acquire improvements at McLoud Early Childhood Center, McLoud Elementary School, McLoud Intermediate School, and McLoud Junior High School to include but not be limited to: playground improvements and playground equipment/student activity areas $780,000 Proposition Total $20,900,000 WITNESS our hands as President and Clerk of the above Board of Education and the seal of said School District this 30th day of January, 2026. /s/ Shelton Mapira President, Board of Education (SEAL) ATTEST: /s/ Dustin Greenberg Clerk, Board of Education LPXLP Publication Dates LOKL0462261
