PUBLIC FIDUCIARY NOTICE Date: 13th April 2026 Location: Baltimore, Maryland To Whom It May Concern: This notice serves as a formal and public declaration that the current CFO of the Maryland Department of Human Services, ROMAN NAPOLI, and/or ANY future CFO's of this department, at 25 South Charles St., Baltimore, MD 21201, is hereby appointed and recognized as a fiduciary for MICHAEL BARRINGTON in regards to child support case number 460130258, COURT ORDER NUMBER: CAP13-00533 and NCP MEMBERID XX03987. See referenced UCC-1 filing submitted with this notice. In this capacity, the fiduciary is entrusted with the duty to act in good faith, with loyalty, care, and full disclosure, and to manage affairs, assets, and/or interests solely for the benefit of the beneficiary named above. The fiduciary's responsibilities may include, but are not limited to: Properly filing all tax documents each fiscal quarter for the beneficiary listed above. Making decisions in the best interest of the beneficiary. Avoiding conflicts of interest. Maintaining accurate records and providing accounting to the beneficiary after each fiscal quarterly filing to the IRS. Ensuring that the beneficiary receives ALL OWNERSHIP INTEREST, SHARES, SECURITIES, MONIES, INSTRUMENTS OR RETURN OF CAPITAL UPON OR RESPECT OF THE PLEDGED INTEREST OR OTHERWISE RECEIVED IN EXCHANGE AND ANY WARRANTS OR RIGHTS beginning from the inception from 2013. Acting within the scope of authority granted by applicable laws and/or agreements. This appointment shall remain in effect: Until the beneficiary no longer has security interest in the above matters, or Until revoked or amended by lawful authority.
