
PUBLIC HEARING NOTICE FOR THE FY2025 CDBG PROGRAM
Notice is hereby given by Wayne County, that it will hold a Public Hearing on October 9th at 10 a.m at the Wayne County Courthouse located at 925 Court Street in Honesdale, PA 18431. This meeting is accessible to individuals with disabilities and/or for persons with Limited English Proficiency. If you are a person with a disability or limited English proficiency and require an auxiliary aid, service, or accommodations to participate, please contact Katie Blake at kblake@hailstoneeconomic.com or (570) 877-9277, to discuss how to best accommodate your needs within 72 hours in advance of the Public Hearing. Translators will be available at public meetings upon advance request.
The purpose of this hearing is to advertise and encourage participation in a public hearing on Thursday, October 9, 2025 and to notify the public of activity plans for FFY2025 CDBG.
FFY 2025 CDBG Plan
Wayne County is expected to receive an entitlement grant of $254,761 in FFY2025 CDBG funding from the Pennsylvania Department of Community and Economic Development and proposes using the funds for the following purposes:
Administration $45,856
Gravity Plane Apartments Paving Improvements $208,905
Wayne County on behalf of the Borough of Honesdale is expected to receive an entitlement grant of $97,787 in FFY2025 CDBG funding from the Pennsylvania Department of Community and Economic Development and proposes using the funds for the following purposes:
Administration $17,601
West Street from North Main to West Park Street Improvements $80,186
Wayne County on behalf of Salem Township is expected to receive an entitlement grant of $94,111 in FFY2025 CDBG funding from the Pennsylvania Department of Community and Economic Development and proposes using the funds for the following purposes:
Administration $16,939
Chaman Road Improvements Phase III $77,172
All interested citizens are encouraged to attend and will be offered the opportunity to give oral testimony at the Public Hearing and/or to present written comments concerning the needs of Wayne County proposed CDBG Program activities, the prior use of CDBG funds, as well as the CDBG Program in general. Comments may be submitted to Katie Blake at kblake@hailstoneeconmic.com or Andrew Seder, Chief Clerk, Wayne County Courthouse, 925 Court Street, Honesdale, PA 18431. Comments are due no later than October 19, 2025.

NOTICE OF FAIR HOUSING OFFICER AND COMPLIANT PROCESS FOR WAYNE COUNTY
This notice will serve to advise all residents of Wayne County the following
actions:
1. Restrict a person in any way in access to housing, services, or benefits;
2. Afford persons an opportunity to participate in housing, services, or benefits different than
that afforded to others;
3. Treat a person differently from others in determining whether they satisfy eligibility criteria;
4. Provide any housing, services, or benefits to a person differently than to others;
5. Use criteria or methods of administration which have the effect of subjecting persons to discrimination or defeating or impairing the objectives of a funded program or activity. if based on race, color, sex (including gender identity and sexual orientation), national origin, religion, familial status (families with children), or handicap (disability) is prohibited by Title VIII of the Civil Rights Act of 1968 (Federal Fair Housing Act) and the Pennsylvania Human Relations Act (PHRA) adds the additional protected classes of age, ancestry and use of guide or support animals because of the blindness, deafness or physical handicap of the user or because the user is a handler or trainer of support or guide animals are considered discriminatory. It is also prohibited to threaten, coerce, intimidate, or interfere with anyone exercising a fair housing right or assisting others who exercise the right. Also, retaliation against a person who has filed a fair housing complaint or assisted in a fair housing investigation is prohibited.
