PUBLIC HEARING NOTICE
The City of Boone will be holding a Public Hearing to review an application for a State Revolving Fund (SRF) loan and to make available to the public the contents of an environmental information document and the City's project plan. These documents include design and environmental information related to the proposed improvements to the City's sanitary sewer collection system.
The proposed project will include two components: 1) construct a new pump station and 2) install approximately 16,300 linear feet of sewer force main to transport wastewater from the community's eastern area to a point in the existing collection system that is north of the existing wastewater treatment facility. The pump station project will construct a new 3.9 million-gallon-per-day submersible lift station with an above-ground valve and control building. The project will include two new sanitary sewer manholes, site piping, and the installation of approximately 105 linear feet of 15-inch sanitary sewer with directional drilling. The existing lift station will be demolished. Approximately 0.02 acres of the proposed pump station site will be acquired by the city to allow site grading operations. The project will include site fencing, site restoration, a new generator, and all associated electrical work, connections, and appurtenances. The sewer force main project will install approximately 16,300 linear feet of 18-inch force main primarily with directional drilling to minimize excavation and surface disturbance. Approximately 200 linear feet of installation will be open cut. The force main will be installed a minimum of 8 feet deep, with many areas reaching 15 feet. All work on the new force main will be completed within the existing roadway right-of-way, easements, and property owned by the City of Boone. The project will include air release structures, site restoration, and all necessary connections and appurtenances. The project may also include approximately 1,225 SY of new 6-foot-wide chip trail surfacing. Drilling fluid from the force main installation will be deposited in an existing detention area located on S Division Street.
The purpose of this Public Hearing is to inform area residents of the Boone community of this proposed action, discuss the actual cost and user fees associated with this project, and to address citizen's concerns, if any, with the plan.
