PUBLIC HEARING NOTICE
TOWNSHIP OF WAYNE ZONING BOARD OF ADJUSTMENT

PLEASE TAKE NOTICE that on May 4, 2026, at 7:30 p.m. at the Council Chambers of the Township of Wayne Municipal Building, 475 Valley Road, Wayne, New Jersey 07470, the Township of Wayne Zoning Board of Adjustment will hold a public hearing on an application filed by Interstate Outdoor Advertising, L.P. (hereinafter sometimes referred to as the "Applicant") seeking Minor Site Plan and "d(3)" Conditional Use Variance approval for the conversion of the existing northbound billboard at 1105 State Route 23 from a static billboard to a digital billboard. The digital billboard sign face is proposed to be 13 feet in height and 47 feet in length (a decrease in area from approximately 672 square feet to approximately 611 square feet). Additionally, the existing sign face, catwalk, and light fixtures for the existing northbound static billboard will be removed for the proposed improvements. Applicant will also seek any and all bulk variances that may be required, in addition to any other relief.
More specifically, the subject property is located at 1105 State Route 23, Wayne, New Jersey (the "Property"), and is currently improved with a static, 2-faced billboard. The Applicant proposes to convert only the static billboard on the northbound facing side of Route 23 to a digital display. No changes are proposed for the existing southbound static billboard, monopole structure, billboard "vee" shape, billboard structure setbacks from the property lines, and impervious coverage.
The Property is identified as Block 815, Lot 2 and is located in the Industrial ("I") zoning district, where billboards are permitted as a Conditional Use Zoning District.
The applicant is seeking Minor Site Plan and "d(3)" Conditional Use Variance approval for the conversion. Specifically, Applicant requires a "d(3)" conditional use variance from §134-63.5 because the proposed digital billboard does not comply with the following conditional use standards:
Variances Required
1. §134-63.5E: If illuminated, external illumination shall be used. Here, the proposed northbound digital billboard is proposed to be internally illuminated.
2. §134-63.5F: Electronic message centers and changeable copy signs for all or any portion of the billboard sign shall be prohibited. Here, the proposed northbound digital billboard is proposed to be a changeable, digital message board.
If additional relief (e.g., variances, exceptions, waivers, design waivers, and/or environmental protection waivers, etc.) is identified in the future or at the hearing, the Applicant will also seek such relief, including but not limited to, "(d)(1)" use variance and any necessary bulk variances, waivers, and exceptions that may be identified.
The application is on the referenced Zoning Board of Adjustment's public hearing agenda to be held on May 4, 2026, at 7:30 p.m. at the Township of Wayne Council Chambers, Township Hall, 475 Valley Road, Wayne, New Jersey 07470, at which time any interested person or persons may have an opportunity to be heard, either in person or by attorney, and present any statement and/or evidence they may have with respect to this application.
When this case is called, you may appear either in person or by an attorney and present any comments or objections which you may have to the granting of the relief sought in the application. Any interested party may appear at said hearing and participate therein in accordance with the rules of the Township of Wayne Zoning Board of Adjustment.
In addition, the Township of Wayne Zoning Board of Adjustment intends to broadcast the meeting. Television access will be available on the local cable T.V. channel and on the Township of Wayne's website.
The application and physical documents is on file in the office of the Township of Wayne Planning Department, Municipal Building, 475 Valley Road, Wayne, New Jersey 07470 and is available for inspection by interested persons weekdays during regular office hours (between 8:30 A.M. and 4:30 P.M. Monday through Friday and until 7:30 P.M. Tuesdays). This notice is being published by the Applicant as required by the State of New Jersey's Municipal Land Use Law (NJSA 40:55D-10 and 12).
