The reason for the proposed modifications is to provide for waterworks services. The District intends to issue not exceeding $32,800,000 in general obligation bonds if authorized to do so by the County Council. In connection with the boundary modification, there will be no change in the Startex-Jackson-Wellford-Duncan Commission (the "Commission"), the governing body of the District, or in the personnel of the present Commission of the District.
