Act 537 Special Study
South Mountain Restoration Center
Wastewater Treatment Plant Improvements
The purpose of this Act 537 Special Study is to evaluate alternatives for, and to determine the scope and cost to provide sewage treatment services to the South Mountain Restoration Center (SMRC) campus, which is owned and operated by the Pennsylvania Department of Human Services. The Special Study does not propose or evaluate an expansion to the existing sewage collection service area.
The existing SMRC wastewater treatment plant was first constructed in 1938 and was last upgraded in 1986. The plant is in poor condition and is recommended for replacement by the Special Study. The project proposed by the Special Study is expected to be designed by July of 2027 and constructed by February of 2030. Upon completion of the project, the system will continue to be owned and operated by the Department of Human Services. The estimated cost of the project is $17,660,500.
The proposed project will be funded in whole by the Department of Human Services. No loan will be required for the completion of the project. The SMRC facility does not currently charge a sewer use rate for its residents and employees, and no sewer use rate will be implemented as a result of the proposed project.
Residents of Guilford and Quincy Townships are invited to review and comment on the proposed Act 537 Special study during a 30-day comment period that will begin with the publication and appearance of this notice. The Study will be available for public review between the hours of 8:00 AM and 4:30 PM, Monday through Friday, at the Guilford Township office located at 115 Spring Valley Road, Chambersburg, PA 17202. Upon request, special provisions can be made for residents to be provided with the plan in a digital format via email. Please call 814-696-6280 to make said request.
Comments on the proposed Study must be submitted in written form, must be received within the 30-day comment period and must include the name and address of the person submitting the comment. Those submitting comments will receive a written response to their comment and all comments will be included in the Study for submission to the PA DEP.
