PUBLIC NOTICE BOARD OF AVIATION COMMISSIONERS RICHMOND, INDIANA Notice is hereby given that sealed proposals will be received for the Board of Aviation Commissioners of the City of Richmond, Indiana at the Richmond Municipal Building located at 50 North 5th Street of said City until the hour of 4:30 p.m. on the day of September 18, 2025 for furnishing the following in accordance with specifications on file in the office of the Purchasing Department in the Municipal Building, Richmond, Indiana. The Board of Aviation Commissioners, Richmond, Indiana is offering for lease approximately 447 acres for agricultural purposes. Said acreage is located in Boston Township, Wayne County, Indiana, and is known as the Richmond Municipal farm premises. The farm premises will be leased on a cash basis for a period of two (2) years with the option to renew years three and four, with the terms described in the lease agreement. All proposals shall be properly and completely executed on a proposal form which may be secured from the Purchasing Department, 50 North 5th Street, Richmond, Indiana. All proposals submitted shall be accompanied by an acceptable Bidder's Bond, Certified Check, or Cashier's Check made payable to the City of Richmond, Indiana in the amount of 10% of the first year's annual rent. If the bidder is from out-of-state, the Bidder's Bond must be secured by a Surety who is admitted to do business in Indiana. Checks of the unsuccessful bidders will be returned on award of the proposal. All proposals must be place in a sealed envelope marked "Confidential-Bid Proposal for Farm Lease" on the outside of the envelope. Three current credit references must accompany each bid. The annual rent for the first year will be divided as follows: ten percent (10%) of the annual rent at the signing of the lease, forty-five percent (45%) on or before March 1, 2026, and forty-five percent (45%) on or before November 1, 2026. Thereafter, payments will be due 50% on or before March 1 and 50% due on or before November 1 for the duration of the lease. PRE-BID MEETING-September 5, 2025, 2:00 p.m. at Richmond Municipal Airport, 5169 S.R. 227 South. The City of Richmond is not responsible and/or liable for any bid specifications and/or plans not obtained directly from the City of Richmond. Bidder will be required to comply with all applicable Equal Employment Opportunity laws and regulations, including Section 504 of Rehabilitation Act of 1983. Upon opening the bids, competitive bidding shall continue with each bidder having the opportunity to raise the bid. The competitive bidding will begin at the highest sealed bid received. The Board of Aviation Commissioners of the City of Richmond, Indiana reserves the right to reject any and all bids and re-advertise for the same and to waive informalities or errors in bidding.
