PUBLIC NOTICE INVITATION TO BID ROOF REPLACEMENT AT 640 AMERICAN LEGION DRIVE, TEANECK PUBLIC NOTICE is hereby given that sealed bids will be received by Greater Bergen Community Action, Inc. (hereinafter called the Owner), on or before Thursday August 6th, 2026, at 3:00PM prevailing time at 392 Main Street, Hackensack, NJ 07601 in the County of Bergen, State of New Jersey. Sealed bids may be delivered by mail, messenger, courier, overnight services or by hand. All Bids will be opened publicly and read aloud at that time. The Owner reserves the right to waive any informalities in bids and to reject all bids if it is in the best interest of the Owner to do so. Any Bidder which is a corporation not chartered under the laws of the State of New Jersey, must submit an affidavit certifying that said corporation is authorized to do business in the State of New Jersey. Bidders must be registered with the Department of Labor and are required to comply with the requirements of Public Law 1999, c.238, "The Public Works Contractor Registration Act", which became effective on April 11, 2000. Bidders are required to comply with the requirements of Public Law 1975, c. 127 which pertains to "Non-Discrimination" and "Affirmative Actions", and Public Law 1977, c. 33, which requires a Statement of Corporate Ownership. The rules and regulations cited in 24 CFR 92.35l(b), 24 CFR 85.36(e) (i-vi), and 0MB Circular A-102 on this topic specify that proactive outreach efforts to include MBE-WBE-DBE must be undertaken as part of the open competition process for contract opportunities funded with CDBG and other federal dollars. The sub-grantee-and its contractors and subcontractors - are, therefore, required to provide the maximum practicable opportunity for MBE-WBE-DBE 's to participate in the procurement process. Bids shall be irrevocable, not subject to withdrawal and shall remain available for a period of sixty (30) days after the actual date of the bid opening. The Owner reserves the right to reject any and all bids, to waive informalities or irregularities in the bids received, and to accept the bid from the lowest, responsive, and responsible bidder.
